PPP hints at coalition govt in Gilgit-Baltistan

ISLAMABAD: After emerging as the largest party in the Gilgit-Baltistan legislative polls, the Pakistan Peoples Party (PPP) has hinted at the formation of government in coalition with MQM and JUI-F in the Hindukush region.

'Mutahida Qaumi Movement (MQM) and Jamiat Ulema Islam (JUI-F) are already in coalition with PPP in centre, so we look forward to join hands with them in Gilgit-Baltistan too,' Syed Mehdi Shah, President Pakistan Peoples Party Gilgit-Baltistan, told APP here on Sunday.

He said that both JUI-F and MQM have won two seats each while the PPP now has 12 elected members after Abdul Hamid Khan, an independent candidate declared winner at LA-13, Astore-1, announced he was joining PPP yesterday (Saturday).

Besides, two other independent candidates are also in contact with us and hopefully they will announce their support for the PPP soon, Shah maintained.

He said the final decision for the formation of coalition or the nomination of the first-ever chief minister of GB would be taken by the central PPP leadership during the Central Executive Committee (CEC) meeting scheduled on Monday.

Meanwhile, responding to a query, the PPP leader denounced allegations of rigging in the November 12 elections, saying that neither any influence nor the state machinery was used by PPP during the polls.

‘If we had done this then we had all 24 seats of the assembly in our hands. You see there is distributed outcome, which proves transparency of the election process,’ said Shah.

He said that PPP has won seven of total nine Legislative Assembly (LA) seats in Baltistan region while others came from Gilgit areas. —APP Source

GILGIT: The Election Commission of Pakistan Sunday announced the official results of elections on 19 slots in Gilgit-Baltistan for the Legislative Assembly on Thursday.

According to the result announced, Pakistan Peoples Party has bagged 12 seats; Pakistan Muslim League-N 2 seats; Pakistan Muslim League-Q 2; Jamiat Ulema-e-Islam and Muttahida Qaumi Movement 1 each and; 4 seats have gone to independent candidates.

The ECP announced results of 5 out of 6 constituencies of Gilgit; all 4 constituencies of Skardu; 3 out of 4 constituencies of Diamir; 2 of Astore; 2 out of 3 of Ghazar and; all the 3 constituencies of Ganche district.

Delivering his Friday sermon, the ameer of the Jamaat-e-Islami (JI), Qazi Hussain Ahmed, has lashed out against the attacks on schools in Swat and other areas, declaring them ‘un-Islamic’. He also spoke out against the militant threat to barbers and their orders to all men to grow beards. This approach is welcome. If the growing extremism that threatens almost everyone in the country is to be battled, we need the support of our religious leaders. In fact it seems odd that other leading clerics have not spoken out against the acts of the militants who have murdered people in Swat and who enforce orders through the threat of violence. As Qazi Hussain Ahmed emphasized, persuasion, not threat, was the method used by the Holy Prophet (PBUH).

So far, clerics such as Maulana Fazlur Rehman of the JUI-F who has a considerable following in NWFP, have said little about the frenzied militancy we see there. This silence adds to the confusion of people. There is still a belief that the militants, in some way, stand for Islam. Anger against the US and the perception that the war on terror is being fought on its behalf complicates the picture.

Our major religious leaders, who are well-versed with the teachings of Islam and all that it stands for as a faith that advocates peace and tolerance, must act to challenge these thoughts. The senseless acts of militants, who clearly understand little of the religion they profess to be enforcing, go to further damage its image in the world. In order to show the real face of Islam to people everywhere and to clear up lingering confusion, our religious scholars need to speak out and join the struggle we must all wage against people who have destroyed much of life in Swat and other areas of the country. PESHAWAR: When it comes to extending favours, JUI-F leader Maulana Fazlur Rehman seldom looks beyond his family. Once again on Monday, he chose his younger brother Maulana Attaur Rehman to be one of the two federal ministers from the quota of cabinet berths allotted by President Asif Ali Zardari to his party.

The other JUI-F nominee in the federal cabinet is Senator Azam Khan Swati, a wealthy politician from Mansehra district who lived in the US for years. Azam Swati, who in the past served as District Nazim of Mansehra, is sometimes referred to as one of the financiers of the JUI-F. He has been given the portfolio of tourism.

The JUI-F now has three federal ministers. Rahmatullah Kakar, who belongs to Balochistan, is federal minister for housing. He was inducted in the king-sized federal cabinet, which is becoming rather unwieldy, when an earlier batch of ministers was administered oath of office.

Maulana Attaur Rehman, elected MNA from NA-25 constituency in Tank district in the NWFP, was certain to become a minister. Though the name of Maulana Mohammad Qasim, the JUI-F MNA from Mardan who was re-elected in the February 2007 general elections despite the pro-ANP wave that swept the province, was sometimes mentioned as a likely candidate for a berth in the federal cabinet, he had little chance in comparison to the brother of the party head Maulana Fazlur Rehman. Maulana Qasim was compensated by recommending his name to become chairman of a parliamentary committee.

To his credit, Maulana Attaur Rehman too was re-elected as MNA in the last year’s elections. He polled 44,673 votes to narrowly defeat his PPP opponent, Dawar Khan Kundi. The latter approached the court and demanded recounting. But the resourceful Maulana prevailed and was declared as MNA by the Election Commission.

Of all the portfolios, Maulana Attaur Rehman has reportedly been given science and technology. Someone said he should have been made minister of religious affairs, Hajj and Auqaf.

Defending his selection as federal minister, a JUI-F leader said Maulana Attaur Rehman being an MNA and man of the masses would be better able to serve the electorate and stay in touch with party members. He argued that his name was recommended by the JUI-F shura to become minister. He refuted the impression that Maulana Fazlur Rehman had anything to do with his brother’s nomination as minister.

This isn’t the first time that Maulana Fazlur Rehman has preferred someone from his family to land a prized position. During the rule of the Muttahida Majlis Amal (MMA) from 2002-2008, he and Maulana Attaur Rehman were serving as MNAs. His two sisters-in-laws, Shahida Akhtar Ali and Rehana Ismail were elected lawmakers on the seats reserved for women. The former was an MNA and the latter MPA.

Later Maulana Lutfur Rehman, another brother of Maulana Fazlur Rehman, was elected an MPA in a by-election from their native Dera Ismail Khan. Needless to say, the MMA’s provincial government left no stone unturned to enable him to win the by-poll. Though Maulana Lutfur Rehman resisted the temptation of becoming a provincial minister at a time when his family was politically the most influential in the NWFP, he didn’t need to join the cabinet, as his position was even otherwise unassailable. He was among the most powerful lawmaker and politician at the time.

Maulana Fazlur Rehman fielded himself and three of his brothers on five assembly seats in the February 2008 elections. Maulana Lutfur Rehman tried his luck on two provincial assembly seats from Dera Ismail Khan and lost both. A younger brother Obaidur Rehman contested for another NWFP Assembly seat from Dera Ismail Khan and was defeated. The two older brothers, Maulana Fazlur Rehman and Maulana Attaur Rehman, had better luck as they won their seats. However, Maulana Fazlur Rehman won from another district, Bannu constituency after having lost his traditional assembly seat in Dera Ismail Khan.

Maulana Fazlur Rehman isn’t the only politician who keeps his family’s interest above everything else in politics. All top political families whether belonging to secular, nationalist or religious parties follow the practice. There aren’t any honourable exceptions on this count in Pakistan’s patronage-based politics. (The News)

In Balochistan Taliban supporters, both covertly and overtly, help extremism against the secular parties

Monday, January 12, 2009 Once again eyes turn towards Balochistan – the largest, least populated, poorest and, by a terrible irony, most resource-rich province of the federation. Concerns are growing that the process of Talibanisation which has created a splinter-state in NWFP are now well advanced there. Balochistan has never ‘settled’ into the corporate identity of Pakistan and the blood of Baloch nationalism runs strong in the provincial veins; and a good deal of it has run on the ground as well over the decades. We now hear from Sanaullah Baloch of the Balochistan National Party (BNP) that supporters (an interesting word to use in this context) of the Taliban had gained control of lands worth two billion rupees to the east and west of Quetta, and that the Taliban are consolidating their grip. A glance at the map tells us that the long border with Afghanistan and the proximity to the unsettled areas of NWFP makes this something that may be accomplished with relative ease – especially if you have a helping hand from the top. It is claimed that Taliban supporters enjoy the support of the government and the sensitive agencies as they see the Taliban as a potent counterweight to the Baloch nationalists. Doubtless Sanaullah Baloch is referring to the JUI-F when he speaks of Taliban supporters. The JUI-F has poached the Pashtun vote from the secular Pakhtunkhwa Milli Awami Party just as it did when it pushed aside the secular ANP in NWFP. We note how difficult it is for the ANP – now in power in NWFP – to get support from the centre in the battle to contain and control extremism. In Balochistan Taliban supporters, both covertly and overtly, help extremism against the secular parties which are, inconveniently, nationalist as well as secular. The rolling tide of Talibanisation in Balochistan, of which the JUIF are the storm-troopers, will have no truck with the desire for insurgency and separation so beloved of the Baloch nationalists. The JUIF agenda is broader and deeper than even that, and their party machine has deftly manoeuvred it into the federal coalition alongside the PPP, whilst at the same time giving support to the Taliban and stoutly resisting all calls for military action against extremism in Balochistan. If nothing else this displays a sophisticated and multi-faceted thinking by the Taliban groups (there are many, and they do not all hold hands – yet) who are now advancing in a disciplined and coordinated manner down our western flanks. South Punjab is currently undergoing a process of radicalization as well and it is not difficult to trace the thread through the labyrinth back to the tribal agencies. Balochistan has become a part of the hinge on which the history of Pakistan now turns. Challenging the writ of the Taliban is tricky as it is both difficult and dangerous to confront a grouping that says it is working within the religious constitution of the state – the constitution which has the Sharia at its very heart. Few of us would wish to risk the wrath of the extremists by challenging them as they will always counter with the cry of ‘Are you not a Muslim?’ The components of the hinge are now almost all in place – but which way will it turn and who is doing the pushing? We have to see who wrote. I am surprised to see people of this forum who can 'read and write' (consider themselves literate) are taking writing of this man seriously. Ansar Abbasi is two penny thug who could be bought to write anything by anyone. I think that one should look for reliable soruce before believing such stories. Anything what Ansar Abbasi writes is not even worth to ponder as most what he writes are lies.

If anyone can show blatant lies written by a journalist when reporting interview taken by that journalist, and what he wrote was such blatant lies that person interviewed got so embarrassed that he had to not only clarify that lies but have to come and tell all that what was written associated to him were lies, then such journalist obviously do not deserve any respect and whatever he writes cannot be taken seriously. If you or anyone shows me blatant lies written by any journalist (especially to malign someone) then it is obvious that I would not give that journalist respect or believe his writing, rather I would consider myself mentally retarded and idiot if I take writing of such person seriously. [Actually, the main reason I do not like corrupts of PMLN is because they are not only corrupt but they are also blatant liars and lie to fool others, especially NS, Ishaq Daar, Ahsan Iqbal, and to some extent, Saad Rafiq].

Anyhow, if you are really looking for a corrupt face, I have video recording of respectable person 'Mr Afridi', editor and owner of Frontier Post, that he has proofs (he was also showing it on TV) that Nawaz is not only liar and corrupt, but khyanati and dugla, as he took millions of rupees from OBL (as amanat) to give to Afghan leaders who fought in so-called Afghan Jihad, but this Khyanati did not gave a single penny to them (khud kha giya yea choor). Do you want to see the video of this claim on TV?

[This claim was not made during Musharraf time, but during present rule after resignation of Musharraf, on national TV, and by a respectable person with documentary proofs, not Lanati Liar like Ansar Abbasi].

ISLAMABAD: The mystery behind General Pervez Musharraf’s success in convincing Maulana Fazlur Rehman of the JUI in 2004 not to oppose his uniform has been partially solved — the general had doled out hundreds of acres of military land worth millions of rupees to the near and dear ones of the Maulana.

The ousted dictator is now known to have secretly allotted 1,200 Kanals of military land in D I Khan to his opposition leader in the last National Assembly Maulana Fazlur Rehman and his chief minister in the NWFP Akram Khan Durrani in 2004.

Though the military land was transferred in the names of those who are either closely related to these two JUI-F leaders or are their relatives, the Revenue Department in DI Khan confirmed that both these leaders had at least 600 Kanals each in their personal possession.

But the documents, available with The News, confirm that six men connected with Maulana Fazlur Rehman and Akram Durrani were allotted 200 Kanals each whereas a senior Revenue officer, serving in DI Khan, also acknowledged that the said land was actually in the possession of these two leaders.

The documents show that whole of this land was allotted in Rakh Ghass, Tehsil and district Dera Imail Khan where the provincial government had allotted almost 136,000 Kanals of land to the Pakistan Army for its scheme under which the officers and JCOs and their families are allotted agriculture land of different sizes on the basis of their performance, seniority, sacrifice etc under a well determined formula.

Adjutant General’s Branch, W&R Directorate, in its six separate letters dated Oct 23, 2004 and clearly tagged as “restricted”, allotted 200 Kanals of agriculture land in Rakh Ghass D I Khan to each of the following beneficiaries:

1. Abrar Ahmad Khan son of Muhammad Ismail Khan, street 41 Sector I-9/4 Jamia Masjid Farooq-e-Azam, Islamabad.

Generally known as Mufti Abrar, this allottee is the personal assistant of Maulana Fazlur Rehman. He has been allotted land in Khasra No 717, 716 and 715, the document shows;

2. Sharifullah son of Mr Rahmatullah, Mohallah Mehmood Khel, village Abdul Khel, district D I Khan. He is attached with the brother of the Maulana, Maulana Lutfur Rehman, and is considered as their family member. He has been allotted land in Khasra No 718, 719 and 720;

3. Muhammad Ramzan son of Mr Feroz Khan, Mohallah Mehmood Khel, village Abdul Khel district D I Khan. He is closely related to Sharifullah and is also close with the Maulanas. He was allotted land in Khasras No 715 and 714;

4. Ibrar Ali Shah son of Asghar Ali Shah, Mewa Khel, Fazal Haq Malwana, Bannu. He is cousin of Durrani, who admitted the same and asserted that his father is a retired soldier so the son got the land. He was allotted land in Khasra No 718, 719 and 720;

5. Muhammad Ashraf Ali Khan son of Muhammad Shahzad Khan, village Khutti, Tehsil and dist D I Khan. He is included in the personal staff of Maulana Fazlís brother Maulana Lutfur Rehman. He was allotted land in Khasra No 717, 716 and 715; and

6. Muhammad Shahzad Khan son of Alam Sher Khan, Hibak Sharzah Khan P/O Sikandar Khel Bannu. He is the uncle of Durrani as admitted by the former chief minister. Durrani said that his uncle was a retired soldier so was given land by the GHQ. Shahzad Khan was allotted land in Khasra No 715 and 714.

Now think ... Ansar Abbasi never finds any hesitation in lying. So, what he wrote? He wrote hundreds of acres. What hundreds of acres mean ... Many hundred acres ... but how much land was allotted (assuming that at least this part of report is true ... though I doubt whatever liars like Ansar Abbasi write).

6 allotments of 200 Kanals each ... in total 1200 Kanals. How much is that? It is 6 allotment of 25 acres each ... in total 150 acres. Now, no one would write 150 acres as 'hundreds of acres' right? ... but who would write that? Only a Liar like Ansar Abbasi could do that, trying to misguide his readers.

How much 150 acres of agricultural lands would be worth in NWFP? I do not know but I know that a good developed agricultural land in Punjab last year, fed by canal, was between 4 to 5 lac rupees an acre (well, if one negotiates, one may have got it at even lower price). Rain-fed agricultural lands are much cheaper (at some places it could be a tenth the price of canal fed lands). Land in 2004 was cheaper. I know that agricultural lands in Sindh are much cheaper than Punjab and I believe that lands in NWFP would be cheaper than Punjab too. Undeveloped agricultural lands are less than half the price of developed agricultural lands.

Assuming that lands given to these people (if it is really given) have to be undeveloped, as that is usual allotted lands to military personals. My, guess is that lands in Rakh Ghass, Dera Ismail Khan, may be worth around 50 thousands per acre at most (if it was in Sindh than such lands fed by canal could be worth no more than few tens of thousands rupees per acre).

So, if one assumes the price to be 50 thousands per acre (I believe that even that is too high assumption), than the price of those 150 acres are no more than 75 lac. I think that Ansar Abbasi is just a propagandist liar who is working for thug like NS and wants to fool and misguide people.

Keep in mind, if anything ever happens through GHQ, the COAS does not take the decision alone. The whole top brass supports it silently.

General Musharraf did not go alone to meet Benazir in Dubai. Current COAS Ashfaq Pervez Kiyani was with him in that room. That also was army's collective decision silently.

Throwing mud on Musharraf as COAS will only bring more mud on our army.

You know, this news piece comes from the same man who was dead certain that there was a white plane waiting for Musharaf in rawalpindi & he was certain that Shujaat had left for spain & Sheikh rasheed had run away to dubai etc. etc.

Abbasi, like Hamid Mir have worked long & hard to loose all their credibility.

Fazlu may have had grabbed tons of land, but some how trying to tie a Musharaf end to it is just a sad attempt to malign his repo from Mr. Abbasi.

ansar abbasi is an unscrupulous character to say the least. he has tried to defend himself today with a mumbo jumbo piece about how people malign journalists when they feel threatened. no mention of course of the fact that jang and the news have repeatedly over the past few years printed stories that were proved to be absolute rubbish. with a sensationalist editor like shaheen sehbai, it can only be said that jang and the news do not have integrity at the top of their list. i dont doubt that fazlur rahman may have received land, but i seriously doubt musharraf would have been the one to allot it, esp if it was against military procedure. this was NOT the kind of leader he was. only those with an axe to grind, or other biases, will make the connection. shaheen sehbai and ansar abbasi have an axe to grind and have biases against musharraf. this is well known. they will print any story to make him look bad.

Imran hits out at JUI for maligning journalist

ISLAMABAD: Pakistan Tehrik-e-Insaf (PTI) Chairman Imran Khan has snubbed JUI leaders for calling Ansar Abbasi, Editor Investigation The News, as a part of Jewish lobby. Imran is the only politician who raised his voice against the blame of Maulana Abdul Wassay and Maulana Abdul Ghafoor Haideri of JUI upon Ansar Abbasi and the Jang Group.

Imran Khan while talking to this correspondent said that the JUI leaders should be ashamed of their uttering. “Instead of answering to the questions raised by the journalist, the JUI leaders stated that the journalist was working for Jewish lobby, which was shameful,” said Imran, adding: “In any democratic country these questions would have been raised in the Parliament and these people would have been asked by the parliamentary committees to answer the questions raised by the newspaper.

“Those people who do politics in the name of Islam should be ashamed of being hand and glove with the dictator while being in the opposition,” said the PTI chairman, adding: “JUI has been getting benefits from the dictator and strengthening the dictatorship which was utterly shameful.”

He said the JUI should have answered the questions raised by Ansar Abbasi in the same way as the journalist had elaborated his story point wise, but the people doing politics in the name of Islam were trying to hide themselves behind the conviction of calling the other person as Jew or working for Jewish lobby.

“These people are doing politics in the name of Islam and such type of backtracking from the principles of Islam by taking financial benefits from a dictator underhand and remaining in the opposition would take youth far away from Islam,” held Imran, adding: “If the JUI leaders are innocent they should take Ansar Abbasi and the Jang Group to the court and issue a rebuttal answering the questions raised by the journalist.”

Imran said he himself was blamed for working for Jewish lobby when he married an English girl, and it was convenient to call others Jew when one has no justification of his wrongdoings. He said that it was sad on the part of JUI leaders that they have been getting financial benefits from Musharraf and termed themselves his opponent.

“In this country there have been criminals and murderers posted at prime positions and the NRO has given amnesty to all the looters and plunderers, and there was no one to ask from the previous opposition leader that why did he get financial benefits from the dictator while he was doing politics in the name of Islam,” he said.

It is pertinent to mention here that Maulana Fazlur Rehman and his party has not issued any rebuttal of the Ansar Abbasi’s story on allotment of land to JUI people during the Musharraf regime. (The News)

The media-mujahideen campaigan against PPP and ANP. Time to safeguard democracy.

The ‘image’ and the ‘reality’

A suicide bomber blew himself up at the exit gate of a packed Qayyum Stadium in Peshawar on Tuesday, killing four people and wounding 13. The occasion was the conclusion of the Third Inter-Provincial Games at which speakers were congratulating the NWFP government for staging the event and “improving” Pakistan’s image as a “normal” state where people took part in sports and were opposed to terrorism.

The Tehreek-e Taliban Pakistan (TTP) militants in Darra Adam Khel have claimed responsibility for the attack and explained that the target was the senior NWFP minister Bashir Ahmed Bilour. (Mr Bilour was on his way out but had not yet reached the exit gate when the explosion occurred.) The suicide-bomber was about 20 years old and could be from any one of the vast array of terrorist organisations that were once a part of Pakistan’s jihad assembly line. Recently, a large number of TTP militants, including foreigners, were arrested from the Darra.

Far from projecting an image of “normality” the games have once again presented Pakistan as a dangerous place where normal social activity like playing and investing money is not routinely done. The world cannot miss the contrast with India where a hugely popular cricket test series has been won by India and a popular night cricket tournament called the ICL is in progress with a Pakistani team that could well make its way to the finals. For those of us who point to bombings in India and also protest discrimination on the part of the countries which send their teams to India and not to Pakistan, the Peshawar blast must come as a heart-breaking event.

The ruling ANP in the NWFP is being targeted by the terrorists to achieve political ends through fear. In Pakistan everybody contests the textbook definition of terrorism but what the TTP is doing comes pat on it: “The deliberate creation and exploitation of fear through violence or the threat of violence in the pursuit of political change”. The ANP leader Mr Asfandyar Wali earlier narrowly escaped death at the hands of a suicide-bomber at his residence. Understandably, the ANP leaders at the Qayyum Stadium were visibly shaken by the Tuesday bombing.

The idea behind the bombing campaign is to make the ANP resign office. The TTP feels better facing a clerical alliance in power in Peshawar than politicians who represent the essence of Pakhtun culture. If allowed to complete their tenure, the ANP intends to revive the legacy of the Pakhtun pride inhumanly crushed by the beheading activities of the TTP and its patron Al Qaeda. But the TTP wants particular political change. It wants the PPP to disappear from the centre and the ANP from the NWFP. It wants to change the public opinion that tilts in favour of these two parties and was responsible for their success in the 2008 elections.

The consolidation of the Taliban and Al Qaeda in the Tribal Areas took place when the clerical alliance, the MMA, was in power in the NWFP and Balochistan following the 2002 elections. Analysts now say that President Pervez Musharraf and the MMA reached a covert agreement under which the former ensured his legitimacy through the 17th Amendment and the MMA got to deploy its policy of converting the province into a region of extreme religious identity as envisaged by the Taliban. Unfortunately, the politics of alliances has placed the ANP and the clerical JUIF in the same coalition in Islamabad.

Recent developments foreshadow a face-off between the ANP and the JUIF. The JUIF blames the ANP for the making public of a land scam that reveals a little more of the details in the Musharraf-MMA covert relationship. Maulana Fazlur Rehman and his deputies have gone on the warpath and are accusing the ANP of secretly advancing the separatist cause of Pakhtunistan by scheming to lump all the Pakhtun regions of the country together and declare them a separate political entity outside Pakistan. The intensity of this squabble does nothing to alleviate the danger of the trouble the NWFP is facing from the Taliban. In fact, it makes it more intense.

Pakistan’s image is mud; its favourite sport, cricket, has practically receded from the domestic scene. But that is far less important than what might happen in Islamabad if things get out of hand. The ANP, feeling extremely hurt, might put pressure on the ruling PPP to decide between them and the JUIF. Unable to arbitrate between them, the PPP might run the risk of being accused of non-seriousness in its alliance with the ANP. (For instance, the ANP might mount pressure for a change of governor and become further alienated if Islamabad doesn’t oblige because it is subject to all kinds of structural pressures.)

The PPP can’t survive by merely repeating the mantra that “we are not slaves of America”. The wave against it — buoyed by a media-mujahideen campaign applying such pressures on the government as demanding the withdrawal of the army from FATA, taking on the Americans, rebuffing the IMF, rebuilding the nuclear charisma of Dr AQ Khan, etc — is relentless. The TTP is hoping to add its muscle to this media campaign to improve its chances of a takeover of FATA. The road to hell is truly paved with the best of intentions. (Daily Times)

The Taliban supporter exposed: Maulana Fazlur Rehman of JUI

Maulana speaks for the Taliban?

Maulana Fazlur Rehman of JUI has spoken out in the in-camera session of the parliament in Islamabad, posing as a kind of mediator between the state of Pakistan and the forces loosely described as the Taliban. While opposing military action in the Tribal Areas, he offered the middleman’s role to the army. He added for good measure the accusation that what was being done so far was in blind obedience to the American policy inside Afghanistan and Pakistan. He wanted “dialogue and development” but no “deterrence”, the last being a part of the military strategy being followed.

Who can deny the value of mediation if it is impartial and effective? Therefore, it would help a great deal if the Maulana, sitting inside the ruling coalition, can make the Taliban, or whoever it is making our life miserable, give concrete earnest of good conduct? But how do we know that a man not long ago threatened with death in DI Khan by the same elements can represent them impartially? We know that his party has political representation in Bajaur but Bajaur is also the nesting place of Al Qaeda, the Hekmatyar militia, the Ahle Hadith and the “takfiri” Arabs. We also know that at times he has overestimated his capacity to mediate, as happened in the case of Al Faran terrorist group in Indian administered Kashmir in the 1990s. Also, as things stand today, his party’s representatives in the Tribal Areas stand politically very close to the Taliban without having effective leverage over their decision-making. So the Maulana’ s offer is full of holes and has probably been made more to protect himself from the terrorists than to provide any relief to the Pakistan state. (Daily Times)

As the joint session of parliament, called to create consensus on the issue of terrorism and the battle against it, continues, it seems evident the Taliban have friends in high places. The JUI-F leader has, for instance, called for the leaders of the organization to be called to brief the house on their own position. He has described their battle, once more, as one against the US. While other political groups have perhaps not taken quite so direct an approach, there is much ambiguity in the stand. The largest opposition group, the PML-N, has for instance refused to clarify quite what its position on militancy is, even while lashing out at the military briefing given to parliamentarians by army officers as 'superficial'.

It seems quite obvious that a great deal of confusion lurks everywhere. It is impossible to believe actions that include the bombing of public places killing thousands of innocent persons over the last five years, the beheading of people accused of being spies or the bombing of schools can be condoned by responsible politicians. If they do indeed support such measures, their constituents must ask if these views indeed represent their own opinions. What seems to have happened is that terrorism continues to be seen as a battle against a foreign super power. This is the factor that is making it so hard to unite opinion and build a single front even on a basic point of agreement that militancy needs to be combated by all means possible. Small steps can help. The government needs to stop calling the conflict a 'war on terror'. This phrase, picked up from Washington, is associated with US leaders and their allies. The militants should also not be referred to as 'religious extremists'. There is of course nothing even remotely religious in their words or their deeds. In other words, a new approach needs to be taken to the whole issue. It seems that so far the military briefing has had only a limited impact in terms of persuading leaders to alter thinking. Nor indeed should army officers be expected to achieve this. It is up to political leaders, who will now be discussing the matter at the secret session, to thrash out the points of contention, to find a strategy that is acceptable to all, and, most importantly, to chalk out the outlines of a path that we can follow into a more stable and safer future for us and for the generations to come.
