Taliban and Allama Iqbal


We reproduce here the denial of Pakistani Taliban of their involvement in terrorists activities in Pakistan, and its analysis by BBC Urdu's Mohammed Hanif. The Taliban video statement starts with an Urdu verse by Allama Iqbal.

It would appear that the script of this video message was written by the senior members of the Mullah Media Alliance (also known as the Pakistani Taliban Union of Journalists), i.e. Hamid Mir, Shahid Masood, Ansar Abbasi or Irfan Siddiqi. The delivery of the script was made by the Pakistani Taliban spokeperson, Azam Tariq, a name adopted in the memory of the slain sectarian leader of the terrorist organisation, Sipah-e-Sahaba.

Attacks that have continued across Pakistani towns and cities are being blamed on Tehreek e-Taliban, Pakistan’s Taliban.

However, the group has issued its first video statement denying involvement in targeting civilians and has blamed external forces for at least two recent blasts.

Azam Tariq, a spokesman of the Tehreek e-Taliban, posted the video statement on YouTube on Monday.

The message refers to a bombing at the Islamic University in Islamabad, which the spokesman said was orchestrated to prepare the ground for a military operation in South Waziristan, a stronghold for Pakistan’s Taliban fighters.

He also said his group had no role in the bomb blast in a Peshawar market that killed at least 100 people as well as an attack in Charsada, a town located in Pakistan’s North West Frontier Province.

Tariq said Taliban attacks never aimed to target civilians, but that the explosions were linked to Blackwater activities in the country.

Blackwater is a private military and security company founded in the United States.

Kamal Hyder, Al Jazeera’s correspondent in Islamabad, said: “Even when those bomb blasts did happen, the Taliban denied they had anything to do it.”

He said: “It was surprising to see that it [the video message] came up on the al-Sahab video. That is the Al-Qaeda wing of media publicity.”

Blackwater has denied having any contracts in Pakistan.

Hyder added: “There is a growing anger among Pakistanis. If one looks at the type of attacks that have been taking place – indiscriminate attacks – the first thing that came out, even reported by local media, was the blaming of Blackwater and other American agencies.

“The public opinion has turned against the Americans. The video that has appeared today would be trying to capitalise on that. Al-Jazeera

کل فیصل آباد یونیورسٹی میں ٹیکسٹائل انجنیئرنگ کے ایک طالب علم نے کانوکیشن میں احتجاجاً گورنر سلمان تاثیر سے یہ کہہ کر میڈل لینے سے انکار کر دیا کہ وہ قانونِ ناموس رسالت میں توہین کی بات کرتے ہیں۔

چند مہینے پہلے کراچی یونیورسٹی کے ایک طالب علم نے ایک امریکی صحافی پر جوتا دے پھینکا تھا جسے انٹرنیشنل ریلیشنز پر لیکچر دینے کے لیے مدعو کیا گیا تھا۔

کل ملک کے سب سے بڑے اخبار کے سب سے بڑے کالم نگار نے یہ کہہ کر آمریت کی مخالفت کی کہ دیکھیں جنرل ضیا نے سیاچن بھارت کے حوالے کر دیا تھا۔

گزشتہ ہفتے ایک مقبول ٹی وی چینل پر بچوں کے ایک پروگرام میں ایک خوبرو اداکارہ جہاد کے فضائل بیان کرتے ہوئے یہ بتا رہی تھیں کہ کس طرح مشرقی پاکستان میں ہمارے مٹھی بھر بہادر فوجوں نے ہندوستان کی کافر فوج کو تقریباً نیست و نابود کر دیا تھا۔

اگر آپ ان متفرق نعروں، تجزیوں اور احتجاج کے چکر میں نہیں پڑنا چاہتے تو اس ہفتے جاری ہونے والا تحریک طالبان کے ترجمان اعظم طارق کا ویڈیو بیان سن لیں۔ آپ کو نہ صرف پاکستان کے موجودہ بحران کی سمجھ آئے گی بلکہ اس کا سادہ حل بھی سمجھ آجائے گا۔ اور آپ کو یہ بھی پتہ چلے گا کہ اگرچہ وہ پاکستانی میڈیا پر تنقید کرتے ہیں لیکن ان کے اور میڈیا کے تجزیے میں کوئی زیادہ فرق نہیں۔

’ملک میں سارا فساد بلیک واٹر کا پھیلایا ہوا ہے۔‘ فرق صرف اتنا ہے کہ بقول اعظم یہ کام بلیک واٹر آئی ایس آئی کے ساتھ مل کر کر رہی ہے۔ پاکستان کے چینلوں پر بیٹھے پنڈت ہمیں یہ بتاتے ہیں کہ یہ سب فساد آئی ایس آئی کی تمام تر کوششوں کے باوجود بلیک واٹر ہی پھیلا رہی ہے۔

مسئلے کا حل حضرت اعظم طارق نے اپنے بیان کے شروع میں ہی علامہ اقبال کا یہ شعر پڑھ کر سنا دیا:

فطرت کے مقاصد کی کرتا ہے نگہبانی

یا بندۂ صحرائی یا مردِ کوہستانی

اب علامہ اقبال سے اختلاف کی جرات کون کرے۔ اسی شعر کی جدید تشریح کے مطابق بندہ صحرائی اسامہ بن لادن ہیں اور مرد کوہستانی اعظم طارق اور ان کے ساتھی۔

مسئلہ صرف یہ ہے کہ ہماری زیادہ تر آبادی صحراؤں اور کوہستانوں کے باہر رہتی ہے۔ شہروں میں، دریاؤں کے کنارے، گاؤں دیہاتوں میں، کچی آبادیوں میں، تنگ و تاریک فلیٹوں میں یا بڑے شہروں کے فٹ پاتھوں پر رہنے والوں کا کیا ہوگا۔

اعظم طارق جب یہ شعر سناتے ہیں تو ان کا ایک ہاتھ بلند ہوتا ہے جس میں ایک سگریٹ پکڑا ہوا ہے جو جلایا نہیں گیا۔ یا تو یہ کسی ایسے نگہبان کے لیے خفیہ پیغام ہے جسے ہمیں فطرت سے قریب لانے کے لیے ہمارے بیچ بھیجا گیا ہے۔ یا پھر ہوسکتا ہے کہ یہ میرے جیسے سگریٹ نوشوں کے لیے کوئی اشارہ ہو۔ لیکن مجھے یہ سمجھ نہیں آئی کہ ہمارے لیے حکم ہے کیا؟ سگریٹ چھوڑ دینے کا یا پیتے رہنے کا

’تو پھر کیا تمام پنجابی طالبان، وزیرستان ہجرت کر جائیں گے یا ایک چھوٹی سے خلافت ملتان اور رحیم یار خان کے بیچ میں بھی قائم ہو گی‘

گذشتہ ہفتے ایک غیر صحافی دوست نے سوال پوچھا کہ آخر پاکستانی طالبان کے سیاسی مقاصد کیا ہیں۔ میں نے اسکو سنی سنائی باتیں بتائیں لیکن اسے کیا یقین آنا تھا مجھے خود اپنے جواب پر یقین نہیں آیا۔ تب سے میں ہر صحافی، دانش ور سے پوچھتا ہوں، ادارتی صفحے کھنگالتا ہوں اور جو جواب ملتے ہیں اس سے میرے ذہن میں مزید سوال اٹھتے ہیں۔ اب تک ملنے والے جوابات اور میرے سوال در سوال کچھ یوں ہیں۔ جواب پہلے ہے سوال بعد میں۔

ج: پاکستانی طالبان، افغانستان کے طالبان کے ساتھ مل کر امریکی فوجوں کی واپسی چاہتے ہیں اور یہ چاہتے ہیں کہ پاکستان قبائلی علاقوں میں مداخلت نہ کرے تاکہ وہ اپنے قبائلی رسم و رواج اور شریعت کے مطابق زندگی گزار سکیں۔

س: تو پھر کیا تمام پنجابی طالبان وزیرستان ہجرت کر جائیں گے یا ایک چھوٹی سے خلافت ملتان اور رحیم یار خان کے بیچ میں بھی قائم ہوگی؟

ج: پاکستانی طالبان کا کوئی وجود نہیں یہ صرف قبائلی انتظام ہے۔ خون کا بدلہ خون۔ پاکستانی فوج نے ان پر چڑھائی کی۔ وہ صرف بدلہ لے رہے ہیں۔

س: اگر یہ صرف قبائلی انتقام ہے تو گزشتہ دہائی میں شیعوں سے اور اس سے پہلے قادیانیوں سے کون سا انتقام لیا جا رہا تھا؟

ج: یہ تحریک اس عالمی اسلامی نشاۃ الثانیہ کا حصہ ہے جو نو گیارہ کے بعد شروع ہوئی۔ یہ تحریک اس وقت تک جاری رہے گی جب تک مسلمانوں کا ازلی دشمن امریکہ گھٹنے نہیں ٹیک دیتا۔

س: اس عالمی تحریک کے پوسٹر بوائے اسامہ بن لادن ہیں اور گیارہ نو سے پہلے ان کا سیاسی مشن تھا سعودی عرب میں اسلامی نظام کا نفاذ۔ سعودی عرب میں اسلامی نظام کا نفاذ؟ ہمیں تو بچپن سے پڑھایا گیا تھا کہ سعودی عرب وہ واحد جگہ ہے جہاں اسلامی نظام موجود ہے۔ تو اب کیا مقصد ہے؟ کیلیفورنیا میں اسلامی نظام کا قیام؟ اور کیا یہ عظیم مقصد پشاور کے معصوم بچوں کو زندہ جلائے بغیر حاصل کیا جاسکتا ہے؟

ج: آپ واقعی توقع رکھتے ہیں کہ قبائلی پٹھان کسی سیاسی منشور پر عمل کر رہے ہیں؟ یہ سوال ہی لغو ہے۔

’میڈیا میں اور مسجدوں میں انکا دفاع کرنے والے کس کے ایجنٹ ہیں‘

س: الیاس کشمیری، ڈاکٹر عقیل، حاجی اسحٰق، اکرم لاہوری، مولانا مسعود اظہر نہ تو قبائلی ہیں نہ پٹھان۔ یہ سب پاکستان میں کبھی کسی ایجنسی، کبھی کسی مذہبی جماعت کے ہیرو بھی رہے ہیں۔ تو کیا یہ سب لوگ بھی طالبان کے ساتھ تعلق بنانے کے بعد پٹھان ہو گئے ہیں؟ کیا ان سادہ دلوں کا بھی کوئی سیاسی منشور نہیں ہے۔ اور کیا اس نامنشور پر عمل کے لیے ضروری ہے کہ غریبوں کے بچے بارود اور کیلوں سے بھری جیکٹیں پہنا کر اڑادیے جائے؟

ج: یہ سب امریکہ، اسرائیل اور بھارت کے ایجنٹ ہیں۔

س: سب کے سب؟ اور میڈیا میں اور مسجدوں میں انکا دفاع کرنے والے کس کے ایجنٹ ہیں؟

ج: یہ ملک ایک پاگل خانہ ہے۔مصری عالم سید قطب کے پیروکاروں کے ذہن میں آیا کہ اس پاگل خانے کے بیچ ایک ذبح خانہ قائم کر دیا جائے تو سارے پاگل اپنے کام چھوڑ کر یا تو تالیاں بجائیں گے، یا روئیں گے، یا خون میں ہاتھ دھو کر اپنے چہروں پر ملیں گے۔گوشت کے لوتھڑے بھنبھوڑیں گے، ڈر کے سجدوں میں گر جائیں گے، ذبح خانے میں سجدوں میں جھکی گردنیں کاٹی جائیں گی، پرانی قبروں سے ڈھانچے نکال کر انہیں چوراہوں پر پھانسی دی جائے گی۔ چھوٹے بچوں کو چھوٹی قبروں میں دفنا کر اللہ کی رضا قرار دیا جائے گا۔ ذبح خانہ تکبیر کے نعروں سے گونجے گا۔ اور یوں سارے پاگل سید قطب کے خواب کی تعبیر پائیں گے اور بخشے جائیں یا نہ جائیں پاگل خانے کی پاگل زندگی سے نجات ضرور پائیں گے۔

Their claim of fighting for Islam was always a sham. That they are barbarous animals has been exposed by the bombing of innocent people in Peshawar. This is not the first time and it will not be the last. They will stop at nothing to get what they really want; power to lord it over you, and tell you how to live your life.

Is this slaughter of poor men, women and children happening because they hate the United States? Were they cutting throats and whipping women in Swat because of the drone attacks? Are these the kind of people who can be talked to, as Imran Khan, Rustam Shah Mohmand and others would have us believe?

They tell us that we the people of Pakistan are being targeted because our governments, past and present, collaborated with the US in fighting the Al Qaeda and Taliban. Let us for a moment accept their logic. How will they explain that these groups had already created cadres, prepared suicide squads, armed themselves and were ready to take on the Pakistani state?

Did this occur because of US-Pakistan partnership after 9/11 or was this happening anyway? The Sufi Mohammads of this world were on the warpath much before September 2001 as were the Punjab-based radical sectarian outfits. Their power and organisation was growing and they were all prepared to assert themselves whether or not the US-Pakistan collaboration took place.

The American presence in Afghanistan has of course added to the problem. After it was occupied, Al Qaeda and other radical groups shifted to Pakistani border regions, adding their money, leadership and skills to the growing strength of local groups. Drone attacks and the overbearing American attitude did not help either. But to say that the terrorism we face today is only because of Pakistan-US collaboration is delusional.

The US could indeed help us to fight this home-grown insurgency better by making its attitude towards Pakistan clearer. It is not just a question of giving us money and arms, although given the state of our economy and the militancy challenge it is not something to sneer at. It could go further by giving greater respect to our sovereignty and not appear to assist our adversaries.

Unwelcome drone attacks are just one aspect of it. The growing footprint of US advisors and security personnel on the ground in Islamabad and other parts of the country is disturbing for the Pakistani people. Some of them have even been caught roaming the capital with arms and others allegedly stopped close to our nuclear installation in Kahuta. Such stories fuel the already high levels of anti-Americanism in the country.

The US attitude in Afghanistan is also giving rise to misgivings. It is allowing Indian presence there to enlarge rapidly. The opening of new consulates is just one part of it. Indian civil institutions and private contractors in every field are also a growing presence. If the US wants to win hearts and minds in Pakistan, it has to show greater sensitivity to our concerns.

The Americans also need to clarify their attitude towards known anti-Pakistan figures, such as Brahmdagh Bugti and others, who are being given refuge in Afghanistan. There is sufficient evidence, according to Pakistan government, of Indian meddling in Balochistan. By giving refuge to the so-called Baloch nationalists, the Americans appear to be colluding with them.

It is in this context that the conditions attached to the Kerry-Lugar Bill raised so many doubts in Pakistan. If there had been no worries regarding American intentions, some of the intemperate language may have been tolerated given the larger framework of support contained in it. But the feeling that Americans are not playing straight, led to the strong response in the country. (The News)

SO, the media has now become a tool for better governance. At least this is the impression one gets from the prime minister’s recent sacking of the Pakistan Steel Mills’ (PSM) chairman for his alleged corruption and making the concern lose Rs21bn.

Interestingly, Moeen Aftab Sheikh was removed even before an inquiry was instituted or a report submitted about his supposed wrongdoings.

Legally, this hurried action would be considered mala fide since no charge-sheet was brought against the gentleman and the decision was taken before the inquiry report. The case raises two fundamental questions: first, does the decision indicate the government’s concern for accountability, or does it indicate its inability to run a business and appreciate the problems caused by economic recession?

Or perhaps the objective was merely to get rid of the chairman, an officer with an unblemished career in government for 35 years. Second, was the media fair in embarking upon a witch-hunt without ascertaining the facts of the case?

The government still does not know the exact losses, as there are varied figures. It’s the PSM management which estimated the concern’s losses at Rs21bn. However, the estimate given in the special report of the auditor-general gives a lower figure of Rs9bn. Also, why did Mr Gilani not wait for the report from the PSM’s auditors?

This was the prime minister’s opportunity to earn kudos from the public for taking someone out without taking the trouble to explain to the media that the huge loss was not caused by individual corruption but was a result of global economic recession.

This is not the first time that PSM has incurred huge losses. The organisation had run an accumulated loss of over Rs20bn for the period 1985-90 and 1993-99, which could have been paid off when the mill started making money from 2001-02 to 2008. Unfortunately, PSM fell on bad times again due to a slump in the international market after April 2008.

Another misfortune was the absence of a national steel policy, which meant that there was no plan to bail out the national steel-making concern. The government did not make any effort to stop the customs department from allowing private importers from importing secondary steel at the lower import price meant for primary steel. This scam meant that the private sector could undercut the PSM as they managed to import and sell low-grade steel at around Rs40,000 per tonne compared to the PSM’s Rs42,000 per tonne, thus earning a mark-up of at least Rs10,000-12,000.

An additional problem was caused by the dumping of 0.5 million tonnes of steel by the ship-breakers and electricity loadshedding, which forced numerous downstream industries dependent on PSM to close down. So, orders for about 300,000 tonnes of steel were cancelled. The Steel Mills’ management was stuck with an inventory of Rs9bn, which it tried to dispose of by altering the marketing strategy.

The decision was taken during a meeting attended by the chairman and members of the finance and accounts, commercial and marketing departments, the minutes of which were duly recorded. Instead of selling according to a quota system, a policy of open sales was introduced. This meant that major investors could pick up large quantities of steel and help PSM stay afloat.

The main beneficiaries of the new policy were five different concerns: Metropolitan, Amreli, Abbas Engineering, Al-Abbas Steel and Abbas Steel. Contrary to the belief that the lowering of prices was meant to benefit one of President Zardari’s close friends, there were a total of 232 beneficiaries. Interestingly, the friend (Riaz Lalji) continues to be a significant buyer even after Aftab Sheikh’s sacking due to his greater production capacity rather than anything else.

The decision to lower prices was meant to save the mill. Industrial experts are of the view that shutting PSM is not a possibility because restarting it would not only be technologically difficult but also cost approximately Rs20bn. Meanwhile, the government would have to foot the bill for PSM’s 17,000 employees, which stands at about Rs600m per month.

In any case, the open sale policy was meant to solve the liquidity problem for which the management also used workers’ gratuity. This is not odd since all public and private sector firms do so. The Karachi shipyard under the navy’s management had also done the same in the mid-1990s to stay afloat. Using funds like gratuity or the contractor’s seed money is a done thing for a business concern, especially for the PSM, which badly needs funds for its modernisation.

The Steel Mills is 25 years old with a limited production capacity of a million tonnes. Its British consultant Corus had advised its increasing capacity to about three million tonnes for the concern to become profitable. Resultantly, the management signed an MoU with the Chinese firm MCC which would not become binding unless approved by the ministry of industries and production. It is a misplaced accusation that the government was being forced to incur a debt of Rs2.2bn since no final agreement was signed and there was nothing binding on the government until MCC produced a feasibility study. Had the media seen the MoU, they would have found that the document was not binding on the government until certain conditions were met. In any case, investment for development purposes is not money lost.

Equally baseless is the accusation about the management making money from a contract with the Railways since nothing was signed.

There is also no evidence of corruption since all procurement was done in accordance with the Public Procurement Regulatory Authority (PPRA) regulations and implemented by the committee formed by the government. The accusation of higher prices being paid for raw material and freight is a fallacy since the price of coal, iron ore and coke varies in the international market and the management had to adapt to the changes, which it could not do all the time being a public-sector organisation.

Perhaps what is needed is an inquiry into what the government achieved with its sudden and artificial show of justice. More importantly, is the media above board and should it be allowed to lynch people without a proper hearing which is the norm in civilised societies?

کراچی میں عبداللہ شاہ غازی کے مزار کے ساتھ ایک بڑے خالی پلاٹ پر چند مہینے پہلے ایک گڑھا کھدنا شروع ہوا۔ پھر کھدائی والی بڑی بڑی مشینیں اور بلڈوزر آگئے۔ اس وقت کراچی کا یہ غالباً سب سے بڑا اور گہرا گڑھا ہے۔ جو لوگ شاہ غازی کے دربار پر سلام کرنے آتے ہیں وہ رک کر اس عجوبے میں بھی جھانکتے ہیں۔

میں ایک دن جھانکنے کے لیے رکا پھر وہاں موجود بہت سے چوکیداروں میں سے ایک سے پوچھا کہ کیا بن رہا ہے۔ ساٹھ منزلہ شاپنگ پلازہ بن رہا ہے اس نے فخریہ انداز میں کہا جیسے بلڈنگ کا مالک وہ خود ہو۔

کس کی بلڈنگ ہے، میں نے کہا۔

زرداری صاحب کی اس نے جواب دیا۔ صدر زرداری صاحب کی۔

ویسے تو پورا ملک زرداری صاحب کا ہے۔ لوگ ان کے نام پر بہت کچھ کرتے رہتے ہیں۔ تمہیں کس نے بتایاکہ یہ بلڈنگ ان کی ہے۔

مجھے کون بتائے گا، چوکیدار نے کہا، میں خود ان کا ملازم ہوں۔

بےنظیر بھٹو اور آصف زرداری
پاکستان میں رائے عامہ کا ایک طبقہ ایسا ہے جس نے آصف زرداری کے پہلے گناہ، یعنی بے نظیر سے ان کی شادی کو کبھی معاف نہیں کیا اور نہ کرے گا

لیکن ان پر یہ الزام لگانے والے یہ بھول جاتے ہیں کہ وہ ملک کی سب سے بڑی جماعت کے شریک چیئرمین ہیں، ووٹ لے کر آئے ہیں۔ پچھلے ایک سال میں ہر خرابی انکے کھاتے میں ڈال دی گئی ہے لیکن کسی ایک اچھائی کا کریڈٹ انکے حصے میں نہیں آیا۔

گزشتہ سال جب پیپلز پارٹی نے الیکشن جیتا تو وزارتوں کے امیدواروں نے شہر میں جگہ جگہ بینر لگائے تھے جن پر درج تھا کہ آصف زرداری کی ذہانت کو سلام (ماحول ایسا بنا دیا گیا ہے کہ کوئی جیالا بھی آصف زرداری کی دیانت کو سلام کرنے پر تیار نہیں)۔

اس سے پہلے آصف زرداری کو جاننے والے یہ کہتے تھے کہ ان کا دل بڑا ہے لیکن دماغ چھوٹا۔ دوستوں کے احسان چکانے کے چکر میں اپنی (اور کبھی کبھار ملک کی بھی ) لٹیا ڈبونے کے لیے ہر وقت تیار رہتے ہیں لیکن پیپلز پارٹی کی حکومت بننے کے بعد قوم نے ان کی ذہانت کی چند جھلکیاں دیکھی ہیں۔

سچ یہ ہے کہ پاکستان میں گزشتہ ایک سال میں زیادہ تر سیاسی فیصلے سیاسی مباحثےسے، کبھی ہلکی سے دھینگا مشتی سے، کبھی زبانی دھمکیوں سے اور کبھی کبھار اپوزیشن اور حکومت کے باقاعدہ تعاون سے ہوئے ہیں۔ مجھے یاد نہیں پڑتا کہ اس طرح کا صلح جو سیاسی سال اس سے پہلے کب پاکستان میں دیکھا گیا تھا

نو سالہ آمریت کے بعد ملک کو ایک جمہوری سانچے میں ڈھالنا کہیں بھی ایک انتہائی تکلیف دہ عمل ہوتا ہے لیکن آصف زرداری کو نواز شریف کی شکل میں ایک طاقتور سیاسی اپوزیشن کا سامنا تھا، امریکی جنرل اور بیوروکریٹ ہر روز انکے پاس تفتیش کے لیے موجود ہوتے تھے، طالبان اور القاعدہ کی بھائی بندی پھیلتی پھیلتی دارالحکومت تک آپہنچی تھی۔

اس چومکھی لڑائی میں آصف زرداری کو کبھی پیچھے ہٹنا پڑا تو پیچھے ہٹے ہیں کبھی غچہ دے کر مخالفین کی صفوں میں گھسنا پڑا ہے تو وہ بھی کرڈالا ہے۔ ٹی وی چینلوں پر روز انکے خلاف عدالت لگتی ہے۔ یہ ملک تو شاید کسی کرائسس کے بغیر کچھ دن چل سکتا ہے لیکن ٹی وی چینلوں کو 24 گھنٹے اپنی دکان کھلی رکھنی ہوتی ہے اس لیے کبھی مائنس ون فارمولا آتا ہے تو کبھی بریگیڈیئر بلا کو بے لگام کر دیا جاتا ہے۔

لیکن آپ ٹی وی پر آنے والے سیاسی ستارہ شناسوں کی بات بغیر سنے بھی کہہ سکتے ہیں کہ اگلا سال اور اسکے بعد آنے والے سال ایسے نہیں ہوں گے۔

پیپلز پارٹی نے ہمیشہ غریبوں کے نام پر اور غریبوں سے ہی ووٹ لیے ہیں لیکن پچھلے ایک سال میں غریبوں کے منہ سے نوالہ چھیننے کا جو سلسلہ شروع ہوا ہے اس میں پیپلز پارٹی برابر کی شریک ہے۔

کیونکہ آصف زرداری کچھ ایسے کاموں میں یقیناً ملوث ہیں جن کا حساب آنے والے وقت میں عدالتیں نہیں کریں گی بلکہ بہت جلد عوام سڑکوں پر کریں گے۔ ایک الزام جس سے آصف زرداری انکار نہیں کرسکتے وہ یہ ہے کہ وہ اس وقت ایک با اختیار صدر ہیں اور انکے پاس جنرل مشرف والے انتظامی اختیارات ہیں اور انکے پیچھے پیپلز پارٹی کی سیاسی قوت۔ اگر انکے پاس کچھ نہیں ہے تو وہ ایک فوجی وردی نہیں ہے لیکن یہ ایسا مسئلہ ہے جسکا حل انکی ذہانت بھی نہیں ڈھونڈ سکتی۔ پیپلز پارٹی نے ہمیشہ غریبوں کے نام پر اور غریبوں سے ہی ووٹ لیے ہیں لیکن پچھلے ایک سال میں غریبوں کے منہ سے نوالہ چھیننے کا جو سلسلہ شروع ہوا ہے اس میں پیپلز پارٹی برابر کی شریک ہے۔ سستے آٹے اور چینی کی قطاروں میں ڈنڈے کھاتے بچے اور بوڑھے اور دوسری طرف ملک کی حکومت اور ہائی کورٹ کو سینہ ٹھونک کر کہتے ہوئے شوگر ملوں کے مالکان کہ ہم یہ چیزیں سستی نہیں کریں گے۔ اس تقسیم میں حکومت واضح طور پر سرمایہ داروں کی پشت پر نظر آتی ہے۔ آصف زرداری نے اپنی حکومت چلانے کے لیے بھی کئی ایسے لوگ رکھ چھوڑے ہیں جو یا تو خود سرمایہ دار ہیں یا سالہا سال سے انکی دلالی کرتے آئے ہیں۔

اگر کسی نے پیپلز پارٹی اور اسکے شریک چیئرمین کی کارکردگی جانچنی ہو تو حالیہ چینی بحران میں ان کے وزیر میاں منظور وٹو کی کارکردگی دیکھ لے، انکے ہر روز بدلتے بیانات دیکھ لے(یاد دلاتا چلوں کہ وٹو صاحب وہ کاریگر ہیں جو 18 ممبران صوبائی اسمبلی کی حمایت سے پنجاب کے وزیراعلیٰ بن بیٹھے تھے) یا پھر آصف زرداری کے دوست وزیر کائرہ صاحب کی عوام کو یہ نصیحت پڑھ لیں کہ عوام کم چینی استعمال کریں۔

اگر آصف زرداری اپنی تمام تر ذہانت کے ساتھ اس نتیجے تک پہنچ چکے ہیں کہ انکی پارٹی اور حکومت کا مستقبل ان سیٹھوں کے ساتھ ہے جو ملک کے غریب ترین عوام سے مجرمانہ منافع کمانا چاہتے ہیں تو انکی پارٹی اور انکی حکومت اس گڑھے کی تہہ میں پائی جائے گی جو عبداللہ شاہ غازی کے مزار کے ساتھ کھودا جارہا ہے

Mohammaed Hanif: Ten myths about Pakistan

Living in Pakistan and reading about it in the Indian press can sometimes be quite a disorienting experience: one wonders what place on earth they're talking about? I wouldn't be surprised if an Indian reader going through Pakistani papers has asked the same question in recent days. Here are some common assumptions about Pakistan and its citizens that I have come across in the Indian media...

Pakistan controls the jihadis: Or Pakistan's government controls the jihadis. Or Pakistan Army controls the jihadis. Or ISI controls the jihadis. Or some rogue elements from the ISI control the Jihadis. Nobody knows the whole truth but increasingly it's the tail that wags the dog. We must remember that the ISI-Jihadi alliance was a marriage of convenience, which has broken down irrevocably. Pakistan army has lost more soldiers at the hands of these jihadis than it ever did fighting India.

Musharraf was in control, Zardari is not: Let's not forget that General Musharraf seized power after he was fired from his job as the army chief by an elected prime minister. Musharraf first appeased jihadis, then bombed them, and then appeased them again. The country he left behind has become a very dangerous place, above all for its own citizens. There is a latent hankering in sections of the Indian middle class for a strongman. Give Manmohan Singh a military uniform, put all the armed forces under his direct command, make his word the law of the land, and he too will go around thumping his chest saying that it's his destiny to save India from Indians . Zardari will never have the kind of control that Musharraf had. But Pakistanis do not want another Musharraf.

Pakistan, which Pakistan? For a small country, Pakistan is very diverse, not only ethnically but politically as well. General Musharraf's government bombed Pashtuns in the north for being Islamists and close to the Taliban and at the same time it bombed Balochs in the South for NOT being Islamists and for subscribing to some kind of retro-socialist, anti Taliban ethos. You have probably heard the joke about other countries having armies but Pakistan's army having a country. Nobody in Pakistan finds it funny.

Pakistan and its loose nukes: Pakistan's nuclear programme is under a sophisticated command and control system, no more under threat than India or Israel's nuclear assets are threatened by Hindu or Jewish extremists. For a long time Pakistan's security establishment's other strategic asset was jihadi organisations, which in the last couple of years have become its biggest liability.

Pakistan is a failed state: If it is, then Pakistanis have not noticed. Or they have lived in it for such a long time that they have become used to its dysfunctional aspects. Trains are late but they turn up, there are more VJs, DJs, theatre festivals, melas, and fashion models than a failed state can accommodate. To borrow a phrase from President Zardari, there are lots of non-state actors like Abdul Sattar Edhi who provide emergency health services, orphanages and shelters for sick animals.

It is a deeply religious country: Every half-decent election in this country has proved otherwise. Religious parties have never won more than a fraction of popular vote. Last year Pakistan witnessed the largest civil rights movements in the history of this region. It was spontaneous, secular and entirely peaceful. But since people weren't raising anti-India or anti-America slogans, nobody outside Pakistan took much notice.

All Pakistanis hate India: Three out of four provinces in Pakistan - Sindh, Baluchistan, NWFP - have never had any popular anti-India sentiment ever. Punjabis who did impose India as enemy-in-chief on Pakistan are now more interested in selling potatoes to India than destroying it. There is a new breed of al-Qaida inspired jihadis who hate a woman walking on the streets of Karachi as much as they hate a woman driving a car on the streets of Delhi. In fact there is not much that they do not hate: they hate America, Denmark, China CDs, barbers, DVDs , television, even football. Imran Khan recently said that these jihadis will never attack a cricket match but nobody takes him seriously.

Training camps: There are militant sanctuaries in the tribal areas of Pakistan but definitely not in Muzaffarabad or Muridke, two favourite targets for Indian journalists, probably because those are the cities they have ever been allowed to visit. After all how much training do you need if you are going to shoot at random civilians or blow yourself up in a crowded bazaar? So if anyone thinks a few missiles targeted at Muzaffarabad will teach anyone a lesson, they should switch off their TV and try to locate it on the map.

RAW would never do what ISI does: Both the agencies have had a brilliant record of creating mayhem in the neighbouring countries. Both have a dismal record when it comes to protecting their own people. There is a simple reason that ISI is a bigger, more notorious brand name: It was CIA's franchise during the jihad against the Soviets. And now it's busy doing jihad against those very jihadis.

Pakistan is poor, India is rich: Pakistanis visiting India till the mid-eighties came back very smug. They told us about India's slums, and that there was nothing to buy except handicrafts and saris. Then Pakistanis could say with justifiable pride that nobody slept hungry in their country. But now, not only do people sleep hungry in both the countries, they also commit suicide because they see nothing but a lifetime of hunger ahead. A debt-ridden farmer contemplating suicide in Maharashtra and a mother who abandons her children in Karachi because she can't feed them: this is what we have achieved in our mutual desire to teach each other a lesson.

عمران خان نے کچھ عرصہ پہلے ایک آسٹریلوی ٹیلی ویژن کو انٹرویو دیتے ہوئے کہا تھا کہ پاکستان میں شدت پسند کرکٹ میچوں یا کرکٹرز کو کبھی نشانہ نہیں بنائیں گے کیونکہ پاکستانی کرکٹ کے دیوانے ہیں۔

یہ نہیں معلوم کے انہیں کیسے پتہ چلا کہ یہ شدت پسند عوامی جذبات کا احترام کرتے ہیں یا پھر شاید انہیں امید ہو کہ چونکہ اب ہماری ٹیم کے کچھ کھلاڑی پنج وقتہ نمازی ہیں اور کچھ ہر بال کو فیس کرنے سے پہلے درود شریف کا ورد کرتے ہیں اس لیے شدت پسند انہیں اپنا مومن بھائی سمجھتے ہوئے معاف کردیں گے۔

ہوسکتا ہے عمران خان کا خیال ہو کہ شدت پسند، یا دہشت گرد یا طالبان یا مجاہدین (تم کوئی اچھا سا رکھ لو اپنے دیوانے کا نام) ان کے خیالات عالیہ سننے کے بعد کم از کم اس ٹیم پر تو حملہ نہیں کریں جو دنیا کی وہ واحد بہادر اور بھائی چارہ دکھانے والی ٹیم ہے جس نے پاکستان آنے کی ہمت کی۔

عمران خان کی نیت صاف لیکن تجزیہ غلط۔

کیوں انہوں نے یہ بھی کہا کہ اگر شدت پسندوں نے کسی کرکٹر پر حملہ کیا تو انہیں انتہائی سخت عوامی ردعمل کا سامنا کرنا پڑے گا۔

اے کاش۔
پاکستان کے لوگوں کو کرکٹ کے علاوہ بھی کئی شوق ہیں۔ انہیں اپنے بچوں کو تعلیم دلوانے کا شوق ہے، فلمیں دیکھنے اور گانے سننے کا شوق ہے اور شادی بیاہ کے موقع پر تھوڑا رقص بھی کر لیتے ہیں یا دوسروں کو کرتا دیکھ کر خوش ہو لیتے ہیں۔

سوات میں ڈھائی سو سکول تباہ کیے گئے، کسی شہر کی سڑکوں پر جلوس نہیں نکلا۔ صرف منگورہ میں پانچ سو سے زائد سی ڈی اور ڈی وی ڈی کی دکانیں بند کروادی گئیں، عوام نے کوئی ردعمل نہیں دکھائے۔ منگورہ کے چوک میں لا کر شادی بیاہ پر رقص کر کے روزی کمانے والی شبانہ کو گولیاں مار کر ہلاک کر دیا گیا، ردعمل صرف یہ ہوا کہ منگورہ کی خواتین نے گھر سے نکلنا چھوڑ دیا۔

عمران خان، قاضی حسین احمد اور حمید گل کے منہ پر شبانہ کا نام اسلیے نہیں آیا کیونکہ اس سے ان کا وضو ٹوٹ سکتا ہے۔

لیکن پریشانی کی کوئی بات نہیں ہمارے ٹی وی چینل والوں نے پٹی چلادی ہے کہ یہ 'ہمارا ممبئی ہے'، ٹی وی سکرین کو دو حصوں میں تقسیم کر کے دکھایا گیا ہے کہ ممبئی کے حملہ آورں کی طرح لاہور کے حملہ آوروں نے بھی سنیکر پہنے تھے، کندھوں پر بیک پیک اٹھائے تھے اور گھوم پھر بھی اسی طرح رہے تھے اور اس سے یہ بات ثابت ہوتی ہے کہ حملے کے پیچھے بھارت کا ہاتھ ہے۔ لیکن ابھی کچھ دن پہلے ہی تو ہم نے اعتراف کیا تھا کہ وہ ممبئی پر حملہ کرنے والوں میں سے کچھ پاکستان سے گئے تھے؟
