Holbrooke's statement, Kerry Lugar Bill and "Ghairat" of Taliban supporters

Opponents of KLL supporting Taliban: Holbrooke

Thursday, November 05, 2009
By By Sami Abraham

WASHINGTON: Expressing hope that Pakistan’s current domestic political situation would not get parallel to March 16 crisis when top US officials had to make phone calls to Pakistani leadership to sort out the issue of restoration of judiciary, US President’s Special Envoy for Pakistan and Afghanistan Richard Holbrooke has said that the US never takes sides but only supports the leadership of constitutionally elected governments.

He told The News at the State Department here on Monday, Holbrooke said though during the recent trip of secretary Clinton to Pakistan, the issue of NRO was not discussed much but the US officials were fully aware of it. “Pakistanis are very sensitive to the issue of their sovereignty and that is why I do not want to say anything about it,” he added. He said those who attacked the KLL did not understand it. He said those who oppose the KLL are the ones who either oppose the present Pakistani government or support the Taliban.

The following is an apt analysis by Nazir Naji followed by some frank comments by ordinary Pakistani citizens:

Whoever is trying to replace Zardari is doing a huge favor to PPP. If Zardari completes his tenure I don’t see how PPP can bounce back? I always said Zardari was the worst possible option at helm. I was glad when he took over party leadership and announced he will not accept any position in gov. How innocent was I?

Anyone who replaces Zardari won’t be doing anything different but atleast he will not come in this highly visible office with same kind of baggage. Its impossible for Zardari to rebuild his reputation, frankly I don’t think he is even trying to do that.

Ideally I ‘d have liked change from within party but thats not possible. Stalwarts like Atizaz and Admin Fahim couldn’t take an innitiative. Naheen Khan and Safdar Abbasi spoke a bit but that wasn’t enough. Even Gillani built a anti-Zardari camp within party but nothing happened.

As much as I hate him I still can not appreciate any effort by ISI to kick him out. If any political force within PPP, PMLN, MQM, JI, PTI, ANP etc etc lead any effort to remove him … I ‘d support it provided these forces are inturn not backed by GHQ. Any GHQ lead movement to oust elected civilian will push us back in 1990’s when GHQ repeatedly removed BB and NS.

Hamid Mir said … Hussain Hiqanni speaks english in Jammat e Islami accent … very funny. I didn’t know there is such thing as Jammat e Islami accent. I have heard haqqani ’s english and its pretty good. There are many who do not agree with Hiqqani but no one can deny his roots are lower middle class and is an accomplished individual. On one hand Hamid Mir and Nusrat Javed hailed their middle class background and on the other they attacked one Hussain Hiqqani who is one of them …. he is not a land lord or genral. I stand by Hussain Hiqqani especially his efforts on KLB – his pro-democracy and anti militray establishment role.

You are not a journalist any more rather you are a party against politicians. Join a political party as a journalist you are not impartial any more.
Everyone knows Haroon ur Rasheed, belonged to JI, great support of Zia ul Haq and Taliban. Haroon is the person, who supports Taliban in Pakistan very openly.
Journalists have crossed all limits. Media wants to control everything. Why not send all assemblies and senate home and give govt to media. Lets see what journalists do with this country.

Excellent analysis by Nusrat Javed. The few politicians I know in Pakistan are the most arrogant people that I have ever met. Their superiority complex leads them to the conclusion that all should kiss their a$$. They look down on all journalists and use the police as their local ghundas. By the way, Imran Khan is no exception. I have seen him in real life and he tends to be more arrogant than the rest which is weird because he is a “do numbery” politician. Interestingly, the only level headed politicians that I have met are Fazl Rehman and Qazi Hussain, although they have other issues. Although I met Aitzaz Ahman and he is genuinely a nice guy; no wonder he cant get along with Zardaro and his morons.

Let little talk about Hussan Haqqani English.
I do not know Haqqani at all but why Hamid Mir is against him? What is Jammat e Islami accent? If Haqqani’s english is funny then why he teaches in US universities? All US universities need to ask from Hamid Mir about Jammat e Islami accent?
Why jang journalists are against Haqqani? One Shaheen Sabahi wanted to be Pakistan ambassadar in US, that Zardari turned down and appointed Haqqani. This the main reason all Jang journalists are again Haqqani.

Free press is very essential for democracy but their power needs to be checked. Look at Talat Hussein how arrogant he has become. He shouts at every politician but is in bed with GHQ. When he talks to any one in uniform he has altogether different tone. HE is changing his stances with GHQ be in KLB, anti-Taliban movement, Mumbai attacks you name it.

Media is full of GHQ puppits like Zaid Hamids and Talat Husseins who are out there to discredit civilian political leadership and projecting GHQ. There got to be some checks and balances in media.

This scenario is evident because the script was written sometime back and its glimpses were also leaked to parts of the media for assuring all those who were getting too upset with the status quo that things will change. There are now undeniable signs that the desired changes have started to surface in different shapes and form

If military comes in government then who will be responsible for it. Surely Zardari is responsible for it. It is Zardari who violated written agreements with Nawaz Sharif. Nawaz Sharif understands the game that’s why he is not active against Zardari.

Imran Khan has never had any solution to Talibinization, infact he thinks that might give him a chance to come in power? . He always says it is US and they have to leave, well trye but is it in your control? crunch time was then when Musharaf made decision with the help of his commanders, ironically Imran Khan was supporter of Mush in those days.

Quetta appears to be Taliban headquarters: Holbrooke

Peshawar, Mar 24 (ANI): US special representative to Afghanistan and Pakistan Richard Holbrooke has said that Quetta, the capital of Pakistans Balochistan province, appears to be the Talibans headquarters.

Holbrooke made it clear that the number one problem in stabilising Afghanistan were Taliban sanctuaries in western Pakistan, including tribal areas along the Afghan border and cities like Quetta.

Quetta appears to be the headquarters for the leaders of the Taliban and some of the worst people in the world, he said adding that it includes the leader of the Pakistani Taliban, Baitullah Mehsud.

As we speak, they are planning further attacks on the West and the region itself. Its tough. You cannot send troops into Pakistan. That is a red line, Holbrooke told the BBC on Monday.

He refused to confirm or deny reports that Washington is now considering an expansion of its covert war into areas around Quetta.

Asked about persistent reports that elements in the Pakistani military may be playing a double game by supporting elements of the Taliban, Holbrooke said: We have heard these charges. We have talked to Pakistani leaders about them. Obviously, to the extent there is truth to them, we would be very, very concerned.

Washingtons much anticipated strategic review of its Afghanistan and Pakistan policies is now on President Barack Obamas desk and is expected to be made public in the coming few days. It will send the clearest signal yet of how the new administration would tackle what it views as its biggest security threat.

I can guarantee you that this administration will do everything it can to succeed in one of the most difficult situations in the world, Holbrooke emphasised.

Holbrooke: Only 5pc Afghan Taliban are hard-core militants

Only 5pc Afghan Taliban are hard-core militants: Holbrooke
By Our Correspondent
Thursday, 26 Feb, 2009

WASHINGTON, Feb 25: Only five per cent of the Taliban militants in Afghanistan are hard-core, others can be persuaded to abandon violence, says Richard Holbrooke, the US special envoy for Pakistan and Afghanistan.

Mr Holbrooke, appointed a special envoy on Jan 22, however, opposes a similar engagement with the militants in Pakistan. He strongly opposed an arrangement Pakistan reached with the Taliban militants in Swat earlier this month, saying that this would allow the militants to rearm and regroup.

In a television interview, Mr Holbrooke said he agreed with an assessment that divided the Taliban into three groups: the hard core, about five per cent, those frustrated with the Afghan government, about 25 per cent, and those who joined the Taliban movement for guns or cash, about 70 per cent.

The US envoy quoted a cousin of the Afghan president as describing the 70 per cent of the Taliban militants as “mostly young, unemployed men, who either get paid by the Taliban to take up guns or they just love guns”.

Mr Holbrooke said that while there could be no negotiations with the hard core five per cent, others could be engaged. “The 25 per cent who joined because of perceived injustice or corruption from the government — that is our mission, to help the Afghan government eliminate those issues,” said the US envoy while explaining how the US planned to win over the Taliban militants.

“And the other 70 per cent, the floating people who pick up guns in a culture where guns are very popular and it’s a long-standing historical tradition, that you have to deal with by a much better public information programme.”

Mr Holbrooke said the US needed to reach out to at least a portion of the Taliban to make real progress in Afghanistan. “We have to, because, as everyone has said, you don’t — you can’t defeat the Taliban by a military victory, World War II style.”The US envoy also urged Pakistan to withdraw most of its troops from the Indian border and use them for fighting militants. “If you were to ask me the biggest thing we could do that would help everyone, it would be to get the Pakistanis to redeploy more troops to the western border,” he said.

He noted that Pakistan had deployed 120,000 regular army and 50,000 Frontier Corps soldiers on the western area. And far more, double or triple that, on the eastern border. “If they could shift more to the west, that would be critically valuable. And not just shift them in regular army formations, but train them for counter-insurgency,” he said.

“They are a regular army trained since independence to defend against India. And like the American army in Vietnam, they’re looking backward to the past wars, and not forward.”(Dawn)

Taliban alliance only against US, says Maulvi Nazir

* Tells South Waziristan elders Taliban factions will remain independent
* Wana tribesmen fear deal with Baitullah may cause Uzbek influx

By Iqbal Khattak

PESHAWAR: The top three Taliban factions in Pakistan have unified “only to act together against the United States”, Taliban leader Maulvi Nazir told Ahmedzai Wazir elders in South Waziristan in a meeting earlier this week, a tribal elder told Daily Times on Wednesday.

A delegation of Ahmedzai Wazir elders met Maulvi Nazir, the Taliban chief in Wana, to ask him why he had formed the ‘United Council of Mujahideen’ without consulting them, a senior member of the delegation said. “Gul Bahadar (the Taliban chief in North Waziristan) and I have reached an understanding with Baitullah Mehsud (the chief of the defuct Tehreek-e-Taliban Pakistan) to fight the US together, because we are concerned over the surge in American troops in Afghanistan,” Nazir reportedly told the delegation. He denied the groups had joined hands against Pakistani troops.

US President Barack Obama has ordered 17,000 additional troops into Afghanistan and Washington is currently meeting top officials from Islamabad and Kabul to put together a new strategy on tackling the Afghanistan problem.

Maulvi Nazir told the Ahmedzai Wazir elders that the understanding with Baitullah did not mean a merger of the three groups. “Each group will have its own independent status and emirates, and each group will be sovereign in their territory,” the Taliban leader said. Maulvi Nazir did say who had helped them forge the alliance, the delegation member told Daily Times. “I think someone from across the border may have influenced the move,” he added. The understanding comes despite serious differences between Maulvi Nazir and Baitullah Mehsud over Uzbek fighters among the latter’s ranks. The Ahmedzai Wazirs and Maulvi Nazir had made a peace deal in April 2007 after the latter flushed out the Uzbek men from the area. The new understanding alarmed the tribesmen the foreigners might return to their land. “We told Maulvi Nazir if his understanding with Baitullah brings any harm to our areas, then the peace accord we reached with him will also be in jeopardy,” the delegation told the Taliban chief, the elder said. Taliban declare 4-day ceasefire in Bajaur

Fazlullah declares indefinite ceasefire

* Asks his men to stop displaying weapons, end attacks on military vehicles
* Warns against fresh troop deployment, orders NGOs out
* Security forces block Taliban chief’s radio channel during speech

MINGORA: Swat Taliban declared an indefinite ceasefire in the valley on Tuesday, and freed four policemen and three Frontier Constabulary troops.

The decision was made in a meeting of the Taliban shura (council) on Tuesday, Taliban spokesman Muslim Khan said.

Taliban chief Mullah Fazlullah announced the decision in a speech that was cut short when the security forces blocked the transmission of his FM radio channel.

He asked his men to stop displaying weapons, end their armed patrols and not to attack security convoys or abduct government officials, according to copies of the speech sent to the media.

He urged the government to restore all officials removed during the unrest in Swat.

A private TV channel said the security forces had imported equipment to jam the radio transmission and used it for the first time on Tuesday.

Fazlullah ordered his commanders to disband their checkpoints, which he said created “unnecessary problems” for residents.

Taliban had set up checkpoints in several areas of Swat where they checked all travellers. One security official expressed hope that the illegal checkpoints would be removed following the speech.

The Taliban chief also stopped all non-government organisations from operating in the valley until sharia law’s implementation.

“All NGOs should leave Swat because they are creating problems for peace,” Fazlullah said in the speech. But he added that emergency medical crews were exempt from the order.

It is not clear how many charities operate in the valley.

Fazlullah called on soldiers deployed in Swat to remain at their bases, vowing to retaliate against any troop increases. (Daily Times)

US will not quit region, says Holbrooke
By Anwar Iqbal

Wednesday, 25 Feb, 2009 (Dawn)

WASHINGTON, Feb 24: Richard Holbrooke, the US special envoy for Pakistan and Afghanistan, has said that the United States will not quit the region and will stay as long as it takes to eradicate terrorism from there.

“Americans never quit,” said Mr Holbrooke in an interview to PBS television. “We’ve surmounted other things. We’ll survive, whatever happens. I believe in our strength.”

A transcript made available to the media on Tuesday quoted Mr Holbrooke as saying that a US intelligence chief could also discuss with the ISI chief the question of an alleged relationship between his agency and the militants.

“The degree of that continuing relationship is one of the things that need to be discussed openly and candidly between two friends, America and Pakistan,” he said.

“The US gives a lot of assistance to Pakistan. And most people, me included, feel that Pakistan does not do enough to stop the people who from bases in Pakistan cross into Afghanistan and attack American and allied forces.”

Ambassador Holbrooke described President Zardari as “critically important” for the US and said that Washington would help him expand his authority.

“The question of his degree of authority over elements of the government is a legitimate one, which he himself has talked about openly. And this government, American government -- wants to support civilian democratic rule in Pakistan,” he added.Mr Holbrooke said US President Barack Obama was forced to send additional 17,000 to Afghanistan now, and not after the review, because the situation on ground in both Afghanistan and Pakistan was serious.

“Some people said you should have waited for the end of the strategic review to send the troops. That option was not available given the situation that President Obama inherited on day one of his presidency,” he said.

Ambassador Holbrooke said the new US strategy would involve all of Afghanistan’s neighbours including Pakistan, China, India, Russia, Iran and even Saudi Arabia and Turkey, which were farther afield.

“Afghanistan would last longer than Iraq, that it would be more difficult … this is something else. This is a really difficult problem, because it involves so many different countries,” he added.

“And Afghanistan and Pakistan are completely interrelated in this regard. There is no way that the international effort in Afghanistan can succeed unless Pakistan can get its western tribal areas under control.”

Mr Holbrooke said even if Afghanistan had the best government in the world; it could not succeed in bringing normalcy to the country if Pakistan’s tribal areas remained out of control.

Mr Holbrooke said that while the US wanted to make sure that Afghanistan did not become a safe haven for terrorists who could deliver another 9/1; that’s not a final objective.

“It is an interim necessity as we work towards a basic strategic outcome, which covers an objective which involves Pakistan as well,” he added.

“Because if you deny Afghanistan to Al Qaeda, which American troops can do, but Al Qaeda remains in Pakistan, you remain at risk.”

The US officials indicated that drone attacks to destroy militants sanctuaries would continue.

well i think Taliban do not do anything unless green signal is given by ISI, now ISI gave green signal to Mulla Commander Omer haji (to block the NATO transit) and he executed the task with success….

todays latest development that Mulla Faqeeru announced a cease fire and also siad that they will not go to Afghanistan for fighting…at the moment it seems that ISI has some sort of control over Talibans and as long as it stops mess and killings, its useful……

Ayaz Amir: Missing the essence of Talibanism - Talibanism is a form of radicalisation. The only way to fight it is through radical leadership.

Missing the essence of Talibanism
Islamabad diary

Friday, February 13, 2009
by Ayaz Amir

I think we are not getting it. Talibanism in Afghanistan is a revolt against the American occupation. Those who can't see this deserve an extended stay in a re-education camp. From this perspective the true godfather of the Afghan resistance is the United States of America.

But Pakistani Talibanism, as represented by Baitullah Mehsud in South Waziristan and Maulana Fazlullah in Swat, is a slightly different phenomenon. It may have originated as a side-effect of the Afghan war but it has now mutated into something with a personality of its own. With all its primitive and even barbaric permutations — the bombing of schools, the insistence on what amounts to female segregation, the slitting of throats — it is a revolt against the Pakistani state. Or rather a revolt against the dysfunctional nature of this state.

Far from being defeated, much less crushed, this revolt is spreading. Hitherto it was confined to the Frontier Province. But on February 7 we saw this revolt cross the River Indus for the first time when a police check post in Mianwali (Qudratabad near Wan Bachran) was attacked by Taliban fighters. On Feb 11 another police outpost near Essa Khail came under attack.

Mianwali and Bhakkar along the River Indus are vulnerable districts, open to infiltration from the Frontier. If the Taliban acquire any kind of foothold here, God help us. My district of Chakwal is a short ride away, as are the districts of Sargodha and Khushab. From there to central Punjab is but a short haul.

But why should anyone be attracted to the Taliban? Don't we know what they stand for? Why should Punjab, of all places, ever afford them a foothold? There's no simple answer to these questions.

But an obvious fact should stare any observer in the face. There is a stratum of privileged people in Pakistan, a middle class which also lives comfortably or gets by reasonably well, and then an entire population of have-nots, with no stake in the existing order of things, whose existence may not be short but it is nasty and brutish all the same.

Which are the elements flocking to Mahsud's banner in Waziristan and Fazlullah's in Swat? Not the big Khans or Maliks but the have-nots. Beware Punjab's huge under-class which will be fodder and recruiting ground for the Taliban if the revolt in the north-west, escaping the best ability of the Pakistan military establishment to suppress it, snakes its way into the adjoining districts of Punjab.

Every Punjab town, large and small, has a mosque, if not more than one, sympathetic to the Taliban brand of Islam [no need to explain that most of these mosques belong to either Sipah-e-Sahaba or Wahhabi/Salafi ideology]. So at least there is a handy network — a Ho Chi Minh Trail, so to speak — down which the ideology of the Taliban can travel, whether we like this ideology or abhor it being a separate issue altogether.

If this were Nepal this would be a Maoist uprising. If this were a Latin American country it would be a peasant or a Guevarist uprising. Since it is Pakistan, the revolt assaulting the bastions of the established order comes with an Islamic colouring, Islam reduced to its most literal and unimaginative interpretations at the hands of those leading the Taliban revolt.

But then we know that with our Pakhtoon brothers there are no halfway measures. They are given to extremes. No wonder then if evangelicalism in their hands has descended to primitivism and barbarism.

The ferment in Swat began with Maulana Sufi Muhammad when he called for the establishment of Sharia law. But what is now happening in Swat — under the leadership of Maulana Fazlullah, his son-in-law — has outgrown its origins. It is far bigger than anything old Sufi Muhammad could have envisioned.

Similarly, the Afghan resistance and its fallout on Pakistan are now much bigger than Mullah Omar or Osama bin Laden. Al Qaeda may be a factor in the larger situation but the Taliban revolt in Pakistan has acquired an impetus of its own. Like a runaway plant it is rearing its head wherever it can — freebooters, buccaneers, committed Islamists, all drawn to its cause.

There are people who don't have enough to eat, who don't have a job and no prospects in life. If they are wronged they have no redress. There are people tortured daily in our police stations, people caught up for years in the endless grind of court cases. There is endemic corruption all round. Every government department, without exception, serves itself, not anything as esoteric as the people. If this is not recruiting ground for Talibanism, what is?

Let me give a few examples. Currently in Chakwal a Rupees18 crore project for the laying of sewerage lines is being carried out. The department responsible is Public Health Engineering. It is creating such a mess — drains clogged, streets blocked by dirty water —and the work is so sub-standard that it has triggered a public outcry.

When I visited one of the sites officials came up with lame excuses but I told them they were inviting the wrath of the heavens. I asked them to fear the time when people took matters into their own hands and started administering Taliban-style justice.

And Chakwal is the place subjected just a week ago to a visit by the Punjab chief secretary. His cavalcade as he tore from one place to another, police hooters screaming in front, was most impressive and also a trifle overdone. Did no one tell him about the mayhem caused by the Public Health Engineering Department?

The central road through Chakwal is being rebuilt and wide drains are being laid on either side. The work is so shoddy that loose sand would be better than the material the contractors are using. Well, the chief secretary has come and gone but the work is as shoddy as before. What did his grand tour achieve?

In police stations across the country money is king. Every incoming chief minister threatens to clean up thana culture. Nothing changes. Indeed, matters far from improving are sliding downhill faster than most of us realise.

The Americans say they want aid to Pakistan to focus on development rather than military assistance. The Biden-Lugar bill, now dead, foresaw assistance of $15 billion over five years. The Obama administration is saying it will tie aid to Pakistan to its performance in fighting Taliban militancy. This thinking presupposes that American aid is what Pakistan needs and what can achieve victory over the Taliban. Experience tends to suggest otherwise.

The Americans gave Pakistan money when Musharraf was president. Well, what did we do with that money and did it enhance our capacity to fight the Taliban? If anything, we have a bigger catastrophe on our hands now than when this aid started coming in. The Americans are pouring money into Afghanistan. Has it stabilized the situation there? Now they are accusing the Karzai administration of massive corruption.

This is the way with third world countries on the dole, especially in a war zone. If dollars alone could do the trick the US would not have lost in Vietnam. Dollars alone cannot prove triumphant in Afghanistan or Pakistan.

If history is any guide, the American effort in Afghanistan is doomed. Not for nothing is it called the graveyard of empires. The Americans will come to this realisation sooner or later but by that time it may be too late for us.

Talibanism is a form of radicalisation. The only way to fight it is through radical leadership. But do we have anything of the kind? The PPP and PML-N are both wedded to the status quo. Both are pro-American, both terrified of getting on the wrong side of the Americans, both incapable of independent thinking.

At a conference in Qatar in December 2003 — attended from Pakistan by Mushahid Hussain, Ejaz Haider of Daily Times and myself — Richard Holbrooke came up with the astounding statement that if the participants chose to speak about the Palestinian-Israeli conflict or the Iraq war they would be wasting their time. He spoke like one who was utterly sure of himself, someone who had all the answers. The impression he gave throughout the three-day conference was of being a stuck-up guy. And it's on him that our leadership, civil and military, has been fawning these last few days. Just goes to show the kind of stuff we have.

But this is the best we have, the sum total of our collective political intelligence. And it is with this that we must fight the Taliban revolt. It is not going to be easy. (The News)
