Open Letter to CM Mr. Shahbaz Sharif. Where is your good governance in the IT Board Punjab?

I want to convey my complaint to Khadim-e-Aalaa Punjab, about Secretary IT, Mr. Shamail Ahmad Khawaja who is also having additional charge of Chairman Punjab Information Technology Board.

Dear CM, since this person has taken charge of the Information Technology Board, almost 18 of senior officers have resigned and left the job, including General Managers , Project Director & many managers, only because of his humiliating attitude towards these senior people who are highly qualified and are asset for this nation. But dear CM, you can appreciate, there can be no output when there is no peace of mind, no respect for work and no dignity to one’s self.

PITB was formed as autonomous body, with pay are perks competitive to the market, to attract the talented and skilled professionals.

Dear MR. CM, if you see & compare the performance of PITB with the IT dept headed by Mr. Khawaja, you can very well judge how compitent and capable he is. How many projects they had and what kind of work they are doing compared to PITB.

Its actually people like him, who give reasons for downfall and ill repute of any govt. I think they are themself Non progressive and have some complex in their mind.

I would also want to say that is there any criteria to check the performance of such people or whomsoever is in good books of cheif secretary is qualified to hold a better post.

There must be some profiling abt such officers, some kind of feedback from their co-workers, about their attitude and behaviour and competence.

Running a department is very easy, as compared to running a hi tech organization like PITB.

I request you to personally probe into the matter and you can confirm all the facts.

Such people must be sent on some posts, where they have least public interaction and least nuisance value.

His personal repute can be asked from any of his colleague who is in secretariat , IT dept, finance dept or any other dept. You need not to go far.

Its my humble request, that he must be immediately removed from the post, and there should be a way that all the qualified and technical persons, who have left / resigned because of his nonsense attitude, should be brought back to the board, so that they can efficiently serve the people of Pakistan.

Mr. Shumail Ahmad Khawaja is the most failure beaurucate of Pakistan. He always try to closed down the department. He hate the professionals who work hard for this country and love who are the most corrupted. All the projects of IT Department are 100% fail. But he is the master mind to present in front of the higher managemnet that ITD projects are 100% successful to protect his collegue beaurucates.I want to give the example of two failure projects of ITD. One is Automation of Land Record Management Information System that was awarded to single bidder M/s AOS. And the second one is Computerization of Arms License. ITD not even to fails to deploy the software of arms license but also release all the payments to the vendor askari software. The total amount of that arms license software is around 8.0 Million. Similar of these projects ITD all projects are fails. I also want to pointed out one thing here is that he forcefully prepared good reports of ITD projects by misusing power of Chairman PITB from PITB's officials. Mr. Shumail Khawaja closed his eyes over the corruption of ITD and save all the ITD Officials like his child. I want to give one messege to Mr. Shumail Khawaja to do something good for this nation. Pls pls pls stop this harrasement from over the PITB's Officials so that they can provide you output. I am 100% sure that PITB's professionals are brilliant, highly qualified as compared to ITD and any other public IT Organization of Pakistan. Please try to save Pakistan instead of destroying. I also requested to Cheif Minister Punjab to save this Board because there are a lot of peoples along CM sahib who are trying to abolish this Board to save the jobs of 80 ITD employees and to hide the corruption of theirs collegue beaurucates who served for ITD.

following is the letter written by mr . Haroon Mahmood, who was fired by mr. shamail as he refuzed to cooperate in his illegal stuff...

Dear Mr. Shamail,

This is a totally illegal and unjust termination of my contract by a dictator and a Chairman who has been appointed without any knowledge of the field that he is working for since, the competent authority who has approved this termination notice is not aware that I have legal rights to challenge this termination that shows his involvement with illegal activities going on at PITB with a selected few bad apples.

I have already consulted legal authorities and a case is to be filed against Mr. Shamail Khawaja, Mr. Tariq Malik and Mr. Amir Khattak on following accusations:

1. Harrasment of PITB employees
2. Threats of filing FIRs without any reason whatsoever
3. Promoting female employees without merit and also showing full support to the opposite sex, STP women employees have sms forwarded by Shamail Khawaja and an enquiry may be held on Ms. Ammarah Javed's phone no.
4. Illegal termination of employees that include Mirza Moazzam Baig, Mr. Abdul Qaddus (who on approaching someone in the Ministry has been appointed back)
5. Illegal accusations on employees to demotivate them and ensure that work is not completed in time
6. ITD employees have anonymously written letters to CM, CS, Minister IT complaining of Mr. Shamail unethical behavior at work
7. Falsefully accusing Mr. Jahangir Chaudhry and Mr. Majeed Sharif of not carrying out illegal activities at PITB

Sir, I was hoping you will terminate my services so I can take the legal route. You have wasted public money and I have also suggested that ITD projects running under your supervision may be reviewed and evaluated against PITB's single project that was supervised under my project management skills.

Thank You so much for giving me an opportunity to serve my country and get rid of this bueracratic system.

Dear Sir,

All Lahore is filled with hundreds of noise machines: The silencer less CHINGCHIES. I know that

in a big urban city people needed a quick transport facility. But provision of such facility at

the cost of public mental and physical health is very dangerous. These CHINGCHIES.
1- Have not definite approved design.
2- Have no route permit.
3- Being driven by mostly underage license less young Boys.

And most of all these drivers remove the silencer of their Autoe and thus cause two types of

pollution. The extreme smoke and extreme Noise.

The Noise created by these silencer less CHINGCHIES is extremely painful and dangerous for Brain,

Nerves and Heart. They even come to streets at mid night and the workers, students, Children and

patients get extremity disturbed.

Sir, I met PSO of Mr. Sardar Asif SSP Traffic Police - I tried to convey this problem through

media also. But no one is taking notice of it. The PSO to SSP TP said that their staff is help

less as RTA has not issued route permits to these autos. So they are unable to do Chalan. On the

other hand a bill has been presented to abolish these autos.

Dear sir, whatever be the solution but this should be done as soon as possible. Believe me it is

highly torturous and unbearable. We are living in year 2009 while the Countries in our

neighborhood Chine, India Iran are becoming the strongest nations of the world and we are not

able to resolve our little issues. Who will take decisions about our lives. Now with Democracy in

place, autonomous Judiciary, stable Punjab Govt. what stops Govt. to take decision for the

betterment of society. Dear sir these killing voices do not reach in your office OR GOR but

these rise at mid night in our streets. The poor petrol pump boys, the traffic police Havaldars

say that they have become mad of this. The people in Bazar say that they are sick of it. Janab

kaya aur gham kam hein keh ab sakoon se eik saans bhi na le sakein. Kam az Kam Iqbal wala Ghas Ka

Bhichona aur Hath ka Takia hi Hamaray Naseeb mein Rehta. Lekin us par bhi in Chingchi walon ne

Shor ki Dehshshat Gardi Sharoo kar di hey.

I wonder how this trash,propaganda has bben put up on this site about the most honorable ,competent n honest officer like kh Shamail Ahmad.He enjoys immaculate rputation of a dignified and highly qualified professional.I know this Haroon and other corrupt and ill qualified so called professionals who were not only removed from service by Kh Shamail but by their previous employers also.Kh Shamail's strong action to remove "farigh',ghost,and incompetent employees has made them mad n crazy.They are even today nowhere and are not employed by any one and are now running illagal businesses.
