Why are Taliban attacking innocent civilians in Pakistan?

Suicide attack in Peshawar leaves at least 19 dead
By Ismail Khan (Dawn)
Thursday, 19 Nov, 2009

PESHAWAR: At least 19 people were killed and 50 wounded when a suicide bomber struck the district judicial complex on Thursday morning, city administration officials and doctors said.

'The bomber was on foot and tried to get into the Judicial Complex through its main entry gate. He blew himself up, when he was stopped,' deputy coordination officer, Peshawar, Sahibzada Mohammad Anis said.

A doctor at the city’s main Lady Reading Hospital put the death toll at seventeen. Amongst those killed were the three policemen who tried to stop the bomber from getting in, Anis said.

Peshawar, the capital of the North-West Frontier Province, has borne the major brunt of terrorist attacks since the deadly bombing in a busy shopping area on October 28 that left 121 people dead.

Chief Minister NWFP, Ameer Haider Khan vowed to continue the fight against terrorism but warned that Thursday's bombing would not be the last one.

'This is not going to be the last bombing,' Mr. Hoti warned.

A senior minister in his cabinet said the government would not succumb to pressure from militants' bombings and would not negotiate with them.

'We will not negotiate with these animals,' Bashir Ahmad Bilour said.

A total of 185 people have died in terrorist attacks since then including the latest bombing at the Judicial Complex.

Analysis

By Abdul Nishapuri

In Pakistan, Taliban seem to be implementing what they have been long practising in Afghanistan. i.e. the broader Taliban strategy of killing and harassing ordinary civilians.

Amnesty International spokeswoman Saria Rees-Roberts told RFE/RL that the tactic is part of a wider strategy -- the systematic targeting of Afghan civilians by the Taliban.

"These reports are very concerning, and they link up with what we have observed," Rees-Robers said. "The Taliban is using practices like abductions and killings in order to exert fear and exert control over the local population.

War Stories: Taliban punish the family who helped escape an abducted Chinese engineer

Zhang Guo is back in China while Jamaluddin and Liaqat were killed by Taliban
Jamaluddin Khan - an unsung hero of Pakistan-China friendship

It was on October 17, 2008 that the two young Chinese engineers made their move to escape from Taliban’s custody. They reportedly sneaked out of the house where they were held during the night and ran for their life. Long Xiao We, 26-year-old and heavily-built, slipped during the escape and broke his leg. The mountainous terrain and the darkness made it difficult for them to find their way to safety. It is said Zhang Guo lost his colleague on the way after the latter’s fall and after a futile search decided to go it alone. The desperate engineer wanted to seek protection in some house in Chinglalai and the nearby Dagai village as he feared that the militants would soon learn about their escape and track them down. The Taliban managed to find Long Xiao We and made him hostage again but Zhang Guo was lucky to find a place to hide and regain freedom.

Rahimullah Yusufzai's detailed reports on this topic are available at:

Waziristan operation: "Name the names"; and the "mullah military alliance"

Two great articles on the situation in Waziristan. The first article by Farhat Taj requests the educated people of Waziristan to give a strong rebuttal to disinformed writers in the west and in Pakistan. The second article (in Urdu) by Abdul Haye Kakar of BBC Urdu which reveals that a dangerous link between Taliban and Pakistan Army may still be in operation in that region.

Waziristan: name the names

Saturday, November 07, 2009 (The News)
Farhat Taj

The points that Ayaz Wazir (Oct 30) raised in response to my article (Oct 26) endorsed some of the arguments that I have been making in these pages -- i.e., the previous military operations in Waziristan were not targeted and the leadership of the Taliban terrorists was tacitly given safe passages to escape. The operations ended with suspicious "peace deals" with the terrorists in complete disregard to the people of Waziristan, who wished complete elimination of the Taliban. All this has been stage-managed in pursuit of foreign-policy goals in Afghanistan.

I have a comment on Ayaz Wazir's article, and an explanation. The comment is about the questions he raised. Who was responsible for the collapse of the three institutions around which the tribal system revolved? Was it done by the tribesmen themselves? Was it done by a foreign power or non-state actors within the country? Who elevated Nek Mohammad overnight to heights of popularity by entering into a deal with him? Who was threatening Waziristan's Yargulkhail tribe of dire consequences? It certainly was not the tribesmen to be blamed for the collapse of the system.

The time to pose these questions is gone. I would request the educated people of Waziristan to name those who engineered creation of the Taliban and imposed them on Waziristan. Privately, the people of Waziristan (and Pakhtuns in general) hold state elements responsible for that. Publicly, they do not speak out.

Coming to the explanation regarding my comparison between the educated people of Swat and Waziristan, the latter may not be as integrated in the state structure of Pakistan as Swat, but most educated people of Waziristan are just as integrated in the state and society of Pakistan as those of Swat. It is unlikely that lack of integration of Waziristan might have prevented them from doing what the educated people of Swat did: use of modern technological tools and interaction with the media to highlight the brutal Taliban occupation of Swat.

When the crisis started in Swat, many Swatis created blogs and constantly informed the world about Taliban atrocities in their area. Many composed poetry and songs about the human sufferings there, and put them on YouTube. Countless Swatis were in constant contact with media people and op-ed writers, including myself. They sent us information which they wished to be presented in the media. They were complete strangers. I often cross-checked their information with my sources in Swat and mostly, their information was correct. This is something that I have not seen coming from the educated people of Waziristan.

The Swatis made a world impact in a shorter time than Waziristanis: many people around the world came to know that the people of Swat were suffering Taliban atrocities. Many Swatis worked with fake names and identities, since there was no need to show bravado, given the security situation.

Because the educated people of Waziristan are silent, people around the world and in Pakistan have provided their own answers to questions like those raised by Ayaz Wazir. The answers are not only baseless but also ridiculous. Bizarre ideas have been attributed to the people of Waziristan by writers in western countries, who, in the words of a cynical Pakhtun, are engaged in "Google scholarship" to understand Waziristan. This means they Google Waziristan and write a whole book or research papers on the area. They hardly care to crosscheck their Google knowledge with the ground realities of Waziristan, an area not accessible for independent scholarly and journalistic investigation due to the security situation. The "Google scholars" hardly pay any attention to research ethics when attributing notions to people and culture of Waziristan. They could never assign such bizarre ideas to people in western countries with the same ease with which they do in the case of the people of Waziristan, because in the west research ethics applies to researchers. Who cares about research ethics when it comes to the people and culture of Waziristan.

The other group of people who spread lies about Waziristan are armchair analysts, and pro-establishment and right-wing journalists and writers in Pakistan. The lies and the Google-scholarly notions are: the tribes of Waziristan back the Taliban, actually the tribes are the Taliban, the tribes have given refuge to Al Qaeda terrorists under the tribal code of Pakhtunwali, Talibanisation in Waziristan is a reaction to US drone attacks in the area, the Taliban are Pakhtun nationalists, Talibanisation is an indigenous movement for social justice, the people of Waziristan are attacking Pakistan because the state is seen as siding with the US, the people of Waziristan are fiercely autonomous and abhor integration in a modern state structure, etc. Most books, research and news reports about Waziristan perpetuate such hilarious and baseless nations about the people and culture there.

Both Google scholars in the western countries and pro-establishment right-wingers of Pakistan have misinformed and misled the public about Waziristan in Pakistan and abroad. They both promote their careers by writing such literature and attending conferences about Waziristan and thus make money out of the sufferings of the people of this tortured land. Whose responsibility is it challenge this all? I have not seen educated people of Waziristan questioning this situation with facts of history and the current realities of the area.

The educated people of Waziristan should give a strong rebuttal to such writers in the west and in Pakistan. I wish to remind them that freedom is never given for free. One has to fight for it. They too have to fight for the freedom of their native land from not just the Taliban but also from the Google scholars and Pakistani right-wingers.

The Mullah-Military Alliance at Work in Waziristan?

Taliban leadership survives Waziristan operation

* First phase of Waziristan operation complete
* Taliban dislodged from major strongholds, but fears of terrorists’ re-grouping persist

By Sajjad Malik

ISLAMABAD: The first phase of Operation Rah-e-Nijat in South Waziristan Agency is almost complete with the major towns cleared of the Taliban, defence sources said on Saturday, but feared that the top Taliban leadership might have survived the offensive by slipping into neighbouring regions.

The operation ended the Taliban rule in South Waziristan, where the group ran a parallel government and used the territory to launch attacks on the security forces and civilians across the country.

“Not only have their major bastions been captured but also their ammunition depots, training centres, command and control systems and hideouts have also been destroyed in the operation,” the sources said.

But the Taliban’s defeat in South Waziristan might not ensure peace in the area, as the officials believe the terrorists have only retreated to their hideouts in neighbouring tribal agencies, where they could easily regroup to launch terror more attacks across the country.

The sources also ruled out an immediate operation in North Waziristan, saying the government had an agreement with the militants in the north, which was still intact.

The sources also warned that the Taliban might return after the winter to launch guerrilla warfare and terrorise the people, as the Taliban leadership had apparently survived the onslaught by moving out of the area.

The sources said the military offensive was not a permanent solution, as the army could only ensure ground clearance, not peace.

“For peace, the government should invest in developing the Tribal Areas,” they said.

They said the government would have to take the local people into confidence and reach an “understanding” with the Taliban to ensure long-term peace. (Daily Times)

A view on Jamaat-e-Islami's referendum on the Kerry-Lugar Bill

Asadullah Ghalib's Analysis:

PML-Q backs JI in ‘referendum’

ISLAMABAD: The PML-Q extended support to the Jamaat-e-Islami (JI) in a “referendum” the latter held against the Kerry-Lugar legislation. PML-Q leaders Kamil Ali Aga and Marvi Memon also voted against the US legislation at a JI “polling station” in Sector I-10/1. Talking to Daily Times, Aga said the PML-Q president had asked them to express solidarity with the JI in its efforts to gather public support against the US assistance package. To a question, he said, “We are against this legislation. We will join hands with parties who will take to streets against it.” To a question about the party’s tilt towards extreme right parties, Aga said, “The Kerry-Lugar law is a national issue and we will join hands with all parties which oppose it.” irfan ghauri (Daily Times)

98 pc reject KLL in JI referendum

LAHORE

JAMAAT-e-Islami Ameer Syed Munawwar Hasan on Saturday said that over 98 percent people, who participated in the JI referendum on the Kerry-Lugar Law, rejected the document and the increasing US interference in the country’s affairs.

Announcing the result of referendum at a press conference, the JI leader said 21,979,287 people participated in the referendum and 21,761,691 voted against the KLL whereas 1,337,943 supported it and 79,653 votes were rejected. He said as many as 13,264,718 votes were cast in Punjab of which 13,158,394 rejected the KLL, 4,416,262 votes were cast in Sindh and 4,381,274 rejected the law, 2,941,040 votes were cast in the NWFP of which 2,924,100 rejected the US aid law and in Balochistan, 310,646 votes were cast out of which 296,484 rejected the KLL. He said the KLL was a treaty of surrender and a cause of humiliation for the entire nation. He appreciated the spirit shown by the masses in rejecting the US aid.

Munawwar demanded the government to present a balance sheet on the terrorism prior to the start of the military operation to indicate if the menace was reduced or increased.

Meanwhile, Jamaat--e-Islami Secretary General Liaqat Baloch has said that the United Nations has failed in implementing its charter and it has ruined its position because of unilateral decisions on the dictation of big powers.

In a statement issued in connection with the United Nations Day on Saturday, he said the UN was set up to promote ties among different countries and for resolving disputes among states on an impartial basis.

He said, the whole world was witnessing the atrocities of Israel in Palestine, the Indian occupation of Kashmir and the US aggression in Iraq and Afghanistan.

He said Muslims’ were being killed in various parts of the world while the UN was just a silent spectator. (The News)

Some ‘referendum’ thoughts

The Jama’at-e Islami, which had boycotted the 2008 general election in the country, on Friday put the nation through its own “referendum” on the acceptance or non-acceptance of the Kerry-Lugar legislation. Although it scores modestly in normal polls, it had the satisfaction of polling nearly a hundred percent votes in favour of its rejection of the American aid.

According to reports, JI distributed 4 million ballot papers in 5,000 polling stations across the country. In Lahore, JI chief Syed Munawwar Hasan likened the American enabling law to a “document of surrender” and named Asif Zardari and Altaf Hussain as culprits who had “swum out of the ocean of corruption”. The city of Lahore, whose real leader Mr Nawaz Sharif had already announced himself “not convinced” on the Kerry-Lugar law, saw everyone lunging for the ballot box to vote “namanzoor”.

This is not the first time. The JI had reached for the referendum device on the possible signing of the Comprehensive Test Ban Treaty (CTBT) in the 1990s to “test” the waters of its popularity. The result was ditto because everyone and his uncle thought that Pakistan should test and declare the nation a nuclear power. This time too the JI has been “passed” as the most popular party in the country on an issue on which the media had brainwashed the population beforehand.

Referendums can be held under the Constitution but that is done through a majority in parliament, not by any extra-parliamentary opposition. Strangely, wherever referendums have been held, they have proved less politically desirable than elections. In fact, in the recent history of the European Union, referendums have yielded results damaging to the collective advantage of what can be called history’s most meaningful confederation aspiring to a federal decision-making process. The visionary mind in Europe regrets that the people have been roped in to express emotion over something that is intellectually and politically unassailable.

What happened after JI came out with flying colours over its referendum on the CTBT? The country “tested” in 1998 and immediately went bankrupt. The government that had thought the test would make its rule permanent was abandoned by the people when it went out asking for their savings to replace the funds affected by anti-test sanctions. Its act of “patriotically” freezing the dollar accounts of the people was never forgiven. JI should have apologised for holding the “test” referendum, but it didn’t, because someone else fell from power in 1999.

In Pakistan, referendums don’t have a good reputation. Their results were claimed to be genuine soundings of the popular mind but in practice they were rejected by the very electorate on which the rulers had based their case. Strangely, referendums always yield “hundred percent” results in favour of the authority that stages them. General Zia-ul Haq thought he had almost a hundred percent people saying he should continue his martial rule. General Musharraf polled so heavily that he was apologetic about it later on. One “referendummed” general was killed; the other has escaped being killed under Article 6 for treason by leaving Pakistan.

Jurisprudence against referendums is accumulating in measure with the frequency with which JI is staging them on the basis of its cadre strength. The European Union is discovering how the politicians cover their tracks by leaning on these “knee-jerk” popular reflexes and damaging democracy in the process. The United Kingdom, which shuns the device, has become the new beacon. If the EU needs any negative evidence, it should refer to the tradition of referendums in Pakistan where the “staging” dictators have suffered and the “staging” opposition has simply ended up damaging the “nationalist interest” of the country.

The most important sense in which referendums offend against democracy is their “supersession” of the mandated general election in the country. They hint at mid-term change of government and thus undermine the normal five-year mandate handed down by the Constitution. Reference to a single issue in the referendum also negates the “indirect” nature of democratic governance enshrined in the Constitution. * (Editorial, Daily Times)

Letters to the editor:

Opposition to Kerry-Lugar
Wednesday, October 21, 2009
To eliminate terrorism is now the cry of every Pakistani except a few who are still confused -- and they are also trying to confuse the nation. One of them says that the government has no realization of the strength of the Taliban. Another has said that his party could not condemn the attack on General Headquarters because the attackers' aim was to defend Islam. The most vocal among these groups is the Jamaat-e-Islami which has more or less launched a movement against the PPP government. The fact is that whenever the PPP comes into power religious fanatics some elements in the media along with the remains of Zia rush to stab it. Sometimes they go for long sit-ins in the capital; and sometimes they seek issues like the war on terror and, the most recent one, being the Kerry-Lugar bill. These frustrated elements do not lose any moment to distract the nation from understanding and realising the real threats to it.

Such bills and agreements were signed during the reign of Musharraf as well. Where was the JI then and why didn't it demand a referendum then? The fact is that our religious parties are always in accord with dictators. They are their proxies safeguarding their interest. The Kerry-Lugar bill is in accordance with our constitution and also the Charter of Democracy to which Mian Nawaz Sharif is apparently a signatory. The bill says that we stamp out militancy and terrorism and that we do not allow our territory from being used against any other country. It also emphasises the supremacy of the civilian government over the military and seeks to check the proliferation of nuclear weapons. Above all it focuses on socio-economic development which should benefit ordinary Pakistanis and so what is wrong with it?

The fact is that critics of the bill are using it as a cloak to fire salvos at the PPP government. Whether it is the JI, Nawaz Sharif or Imran Khan, each one has their axe to grind. Agreed, Asif Ali Zardari is not an ideal head of state and nor is the PPP government an angel, but it is in place after a reasonably free and fair election.

Shocking is the reaction of certain myopic and misguided segments of society against the Kerry-Lugar bill. Those opposing the bill are requested to explain why they want to refuse aid which is to be spent on improving education, healthcare and building roads and hospitals. There is nothing wrong with this bill. To the short-sighted and the selfish I would quote Iqbal: "Afsos sad afsos kay shaheen na bana tu/Dekhay na teri aankh nay fitrat kay isharat".

The Punjabi Taliban and the Ostrich of Punjab: Shahbaz Sharif

The recent attack on GHQ and yesterday’s attacks in Lahore and Kohat and the government’s response to these incidents reminded one of the days after the terrorist attack on Islamabad’s Marriott Hotel.

There were some in the government who referred to the incident as Pakistan’s 9/11. While that particular date in American history can be interpreted in several ways, its greatest significance lies in the fact that it brought the state and society in the US on the same page as far as fighting the war against terror was concerned. Did we manage to achieve this consensus on Sept 20 last year? Perhaps not.

But this is where the catch lies. The enemy is far more intelligent than what some of our television commentators would like us to believe. In the GHQ case, the terrorists not only understood the strategic value of attacking at the heart of the army’s power base, they also appeared to understand the chasm between the state and society and within the state at several levels. The attackers understand the civilian-military divide better than a lot of people who talk about a new era of civilian-military relations in the country and boast about the two sides being on the same page.

They probably understand that the civilian government might pretend to be powerful but that it depends on externally borrowed power and that in the case of friction between the two centres of power, it is the civilians who would back off. This was most obvious from the fact that instead of raising some critical questions after the attack on GHQ, all that the president and prime minister could do was congratulate Gen Ashfaq Kayani on the excellent handling of the crisis.

There is no doubt that the nation is saddened by the death of unarmed officers and soldiers, and supports any action to punish those who carried out the attack. But the entire event ought to be discussed threadbare without any mudslinging. Why was it that 10 men penetrated a highly guarded area and remained ensconced in GHQ for about 19 hours, especially when the army’s high command was in the premises?

There are two important issues here. First, the Pakistan Army, which is trained mainly in conventional warfare and fighting state forces, is not well trained in counter-insurgency operations. This explains why despite being armed with G3s and other types of infantry equipment the force guarding GHQ could not respond properly. Hence, this capacity must be beefed up at the earliest.

Second, the connection of the key planner Aqeel, alias Dr Usman, with the army medical stores is a reminder of the problem that could perhaps prevail in pockets inside the rest of the military. This pertains to the religio-political inclinations of individual civil and military officials and officers that directly or indirectly support the jihadis.

Aqeel’s is not a unique case. Earlier there was Major Haroon Ashiq alleged to be involved in the murder of Gen Faisal Alavi. He was linked with one of the Punjab-based militant outfits. His capture led the police and agencies to other retired officers who had split from the Lashkar-i-Taiba and were waging ‘jihad’ on their own. We must also not forget the air force officials and officers involved in the first attack on the former president Gen Pervez Musharraf. Reportedly, the agencies were forced to go deep within the PAF in search of people connected to different militant outfits or the tableeghi jamaat.

At this point, how sure are we that all older links between the jihadis and individuals

in the police or military have been snapped? Instead of eulogising the army, parliament should be carefully looking at and questioning the old linkages from the perspective of having a handle on the problem of ‘jihadism’ and what it means for the state.

ISPR director general Maj-Gen Athar Abbas stated that the attackers had planned to use the hostages to negotiate the release of about 100 terrorists. Reportedly, there are about 400 terrorists in different jails. Some of the more high-profile detainees are believed to include Malik Ishaq, head of the Lashkar-i-Jhangvi (LJ) and Qari Saifullah Akhtar, head of the Hizb-ul-Jihad Islami. The government must now look at its preparedness and the capacity to protect its high-value detainees.

Although the military and government now seem inclined to consider other reasons for the attack, such as the Tehrik-i-Taliban Pakistan trying to avenge Baitullah Mehsud’s death, the rescue of high-value terrorists seems to be the primary reason, which must not be ignored at any cost. It must not be forgotten that the attack on the Sri Lankan team in Lahore was also meant to take hostages who could then be exchanged for top jihadis. Sources even claim that the LJ’s Malik Ishaq was involved in the earlier case and had decided to use the attack to get himself freed after the elected Punjab government failed to deliver on a mutual agreement between LJ and the PML-N leadership.

What’s equally interesting is the fact that there is an effort by those in power to ignore or divert attention from areas which are as infested with extremist militants as Fata and the tribal areas. The sudden effort to get policemen from most districts of south Punjab to deny the existence of the jihadi problem in their areas is a reaction similar to when the government denied the Pakistani connections of the Mumbai attackers even before investigating the matter. The denial is strange since most of the attacks in Punjab or the federal capital are believed to be provoked or carried out by Punjabis or Punjab-based militant outfits.

Perhaps the fear is that this might divert international attention towards Punjab or make ordinary Pakistanis think about the reasons why jihadis have spread terror across Pakistan and not confined themselves to the tribal areas as the authorities would like us to believe. Interestingly, even the ISPR’s emphasis is that the attack might have involved Punjabis but that it was carried out at the behest of the Pakhtun Taliban.

It is indeed important to fight militants in Waziristan who are influenced by Al Qaeda, but why does it have to be at the cost of ignoring the Punjab-based outfits who are proving to be good hosts for the terrorist network? Sources believe that Al Qaeda has trickled into areas bordering Punjab. These outfits operate beyond the Pakhtun-inhabited tribal areas and their threat is evident from the sectarian killings in Dera Ismail Khan and other places.

There is a possibility that the civilian government might lose the initiative in an urge to appease the military and the latter might just lose the initiative to act against those that were part of the GHQ attack for unexplained strategic reasons. This raises the question of how much bloodshed would there be before strategic re-evaluation.

On trail of Punjabi Taliban
By Nasir Jamal
Saturday, 17 Oct, 2009
LAHORE, Oct 16: A day after the triple-strike in Lahore, officials, counter-crime experts and academics in the province grappled with the question of how to deal with the upsurge in violence and the discourse was dominated by analysis of who the Punjabi Taliban were and what background they came from.

The province’s security agencies admitted the presence of “individual” militants branded as Punjabi Taliban in southern Punjab as well as elsewhere. “The government and its security agencies are fully alive to the threat and are taking requisite action. But it would be wrong to say that militants have consolidated their position to a level where they can operate under the banner of Punjabi Taliban,” argued a senior Punjab police official who has worked with different intelligence agencies.

This was consistent with a provincial intelligence report prepared some time ago on activities of militant groups operating out of southern Punjab. Although the report dismissed what it termed the much-hyped theory that the Taliban have “set in” in the districts (of Bahawalpur, Multan and D.G. Khan divisions), it acknowledged the potential threat of Talibanisation in some areas if “timely action by law enforcement agencies, coupled with concrete development activity, was not taken”.

The report concluded: “Poverty-stricken, feudalistic, extremely religious and illiterate south Punjab could possibly provide shelter to the Taliban and other jihadi outfits. It has potential to become a nursery or a major centre of recruitment for sectarian organisations. Talibanisation appears to be in its infancy stage. Timely action by law enforcement agencies, coupled with concrete development activity, could avert this danger.”

In a talk with Dawn on Friday, a senior police official listed a number of arrests made in different parts of the province, including southern Punjab, and recovery of arms cache in the recent past and claimed that in doing so, police had averted a number of possible suicide raids and sectarian attacks.

He maintained that militant organisations like Lashkar-i-Jhangvi, Harkat-ul-Jihad-i-Islami and Jaish-i-Mohammad operating out of southern Punjab had a long history of linkages with the Taliban in Afghanistan and tribal areas of the NWFP who provide them sanctuary and support.“Nobody denies that the militants belonging to these organisations have strong links with the Tehrik-i-Taliban Pakistan and facilitate their operations in Punjab. But this is also true for the militants operating from many other parts of Punjab and the rest of the country,” he added.

Another senior police official surmised the term Punjabi Taliban was just a myth coined and being propagated to destabilise Punjab by the so-called friends and foes (read America and India) of Pakistan. “It’s a stable Punjab which is blocking their designs to harm Pakistan,” he said.

A senior police officer from Bahawalpur wondered: “If the so-called Punjabi Taliban from south Punjab are so big in number why none of the thousands of those arrested or killed during the recent military operation in Swat was found to be from this area.”

The Punjab police say that only one militant, Abid alias Hanzala, out of 11 who had blown themselves up or were killed in as many acts of terrorism during 2007 and 2008 was from a southern Punjab district, Rahimyar Khan.

The rest of them were Mehsuds from South Waziristan. Similarly, all the eight suspected suicide attackers who were either arrested or those who were able to escape arrest during 2007 and 2008 came from South and North Waziristan, Mansehra and DI Khan. Five of them belonged to the Mehsud tribe, according to police.

But there have surely been some signs of change this year. Analysts argue that the active involvement of militants operating out of southern districts of Punjab in a series of terror attacks during this year has brought the ‘Punjabi Taliban’ into sharp focus.

“Earlier, the Punjab-based sectarian and jihadi groups, which were either involved in Kashmir or in sectarian killings within the country, used to only facilitate militants coming from tribal areas of the NWFP by providing them logistical support for carrying out terrorist operations. Now they have become entwined with militants operating under the banner of Tehrik-i-Taliban Pakistan and changed their strategy.

“They are pursuing a different agenda, which is to challenge the state (of Pakistan) and pull it down, and are actively involved in the terrorist acts as indicated by their involvement in terror raids on Sri Lanka team and Manawan police training centre earlier this year (and multiple attacks on security installations this week),” Lahore-based defence and political analyst Dr Hasan Askari Rizvi said.

The official from Bahawalpur acknowledged that southern Punjab had proportionately produced greater number of militants because of the presence there of groups fighting in occupied Kashmir in the past. Also, he conceded, a number of top jihadi and sectarian leaders belonged to southern Punjab. But he insisted that there were no sanctuaries or training camps anywhere in the region.

On the basis of how much the official concede, shall we then say that the militants have an operational network in place in southern Punjab to build on?“That network is intact in spite of the arrests and killings of a number of militants in recent years. The area was never cleared and militant organisations and groups continue to recruit in southern districts of the province, which are also used as sanctuaries by militants after carrying out their operations elsewhere in the country,” an analyst said.

“How can you get rid of militancy without demolishing the ideological infrastructure that helps to create this mindset?” he wondered. But he acknowledged that it was a difficult task and required political consensus.

Amir Rana, an Islamabad-based analyst, said the term Punjabi Taliban was coined by Afghan Taliban groups to distinguish militants from Punjab and it became popular after the militant attack on the Danish embassy in Islamabad last year.

He said the Punjabi Taliban was not a homogenous group and also included Kashmiri and Urdu-speaking people. “You would also find some Burmese and Bengali immigrants living in Karachi in the ranks of the so-called Punjabi Taliban,” he elaborated.

Dr Hasan Rizvi said that linkages between the militants from Punjab and the Taliban in the NWFP had deepened (in recent years) as the militants shifted their training camps in the tribal areas to avoid action by the government.

He said religious extremism was not confined to southern Punjab alone. “You will find a similar situation in central Punjab as well. Religious extremism is very sharply visible in Gujranwala, Faisalabad, etc. But the problem with southern Punjab is that some of its areas are not under effective state control. There are areas in DG Khan where the government’s authority is weak, which helps the militants to find sanctuary there. Further, the close proximity of these areas to Balochistan and tribal areas of the NWFP also provides the militants an easy escape route.”

Dr Rizvi, however, dismissed calls for a military operation in the region. “It (operation) is not needed because these areas, in spite of weak government authority, are not out of the state’s control. The better option would be to gather credible intelligence on the activities of militants in these areas and then take action.” (Dawn)
